Allocation of 60 billion 66 million to the province and 88 billion 97 million to the municipality towards equalization subsidy
Finance Minister Bishnu Paudel has given a general increase in revenue and subsidies to be transferred to provinces and municipalities in next year's budget. All the revenue and grants provided to the municipality have been increased, the budget of supplementary grants received by the province has decreased.
The municipality had been pressing to increase the equalization subsidy. Even though the equalization grant of the municipality has generally increased, if the percentage of the budget size is considered as the basis, it does not seem to have increased much. Provinces and municipalities were allocated 31.1 percent of the total budget in 2078/79 and 33.05 percent in 2079/80. For the coming year, 29.67 percent of the total budget has been allocated. The response of the people's representatives is that the size of the budget will increase, but there is no increase in percentage.
According to the budget statement of the next fiscal year 2082/083, according to the recommendation of the Natural Resources and Finance Commission, 60 billion 66 million has been allocated to the province and 88 billion 97 million to the municipality. In the current year, 60 billion was allocated for the province and 88 billion for the municipality.
The equalization grant has been slightly increased for the coming year compared to the current year. According to the budget statement, a total of 660 million has been increased in equalization grants to 7 provinces for the coming year compared to the current financial year. 970 million has been increased for the next year compared to the current year to 753 municipalities towards equalization grants. For the next year, 30 billion 35 billion has been allocated for conditional grants for provinces and 2 trillion 11 billion 46 billion for municipalities.
In the current year, 25 billion 84 crores were allocated for the province and 2 trillion 8 billion 88 crores for the municipalities. For the coming year, the conditional grant to the province has been increased by 4.51 billion rupees compared to the current year. 2 billion 58 million has been increased in the next year compared to the current year towards local conditional loans.
2 trillion 41 billion 81 crores have been allocated for conditional grants to provinces and municipalities for the coming year. In the current year, 2 trillion 34 billion 73 crores were allocated to provinces and municipalities for conditional grants. 3 billion 28 billion has been allocated to the province and 10 billion 6 billion to the municipality to implement the infrastructure plan of the province and municipality towards supplementary grants for the coming year. For the current year, 6 billion 20 million was allocated to the province and 7 billion to the municipality.
3 billion 27 million for the next year's special subsidy for the province and 9 billion 78 million for the municipality. For the current year, 4.4 billion was allocated to the province and 8.5 billion to the municipality for special grants. 1 billion 130 million less budget has been allocated for the coming year compared to the current year towards the special subsidy of the province.
It is estimated that 1 trillion 65 billion will be transferred to provinces and municipalities from revenue distribution in the coming year. In the current year, it was estimated that a total of 1 trillion 59 billion will be transferred from the revenue distribution to the provinces and municipalities. 5 trillion 82 billion 83 million will be transferred to the provincial and local levels for revenue distribution and subsidies for the next financial year. It was estimated that 5 trillion 67 billion would be transferred under the heading of revenue and subsidy for the current year.
