Like the previous year, bags made in Nepal have been used to hold the budget speech. Deputy Prime Minister and Finance Minister Bishnu Paudel arrived at Parliament House carrying the budget statement for the upcoming financial year 2082/83 in a bag.

The bag containing the budget statement was purchased from Thamel-based Unique Leathers and Handicrafts. According to Navraj Adhikari, owner of Handicraft, the price of the bag is 2500 rupees.

While presenting the budget of the previous financial year, then Finance Minister Varshman Pun used aloe bags to encourage 'Made in Nepal'. Now Finance Minister Paudel has also continued the same . Earlier finance ministers used to keep the budget booklet in a 'briefcase' or a foreign made leather bag and wrap it with a red ribbon.

The government, which is facing severe pressure on resources due to not being able to collect revenue as per the target, is bringing the next year's budget within the ceiling of 19 trillion 65 crore given by the National Planning Commission. In the current financial year, the government brought a budget of 18 trillion 60 billion 33 million rupees. However, after it was determined that the income and expenditure targets would not be met, 16 trillion 92 billion was fixed after the half-yearly review.
