Deputy Prime Minister and Finance Minister Bishnu Paudel has requested the Permanent Governor Neelam Dhungana Timsina to facilitate the process of appointing a new governor.
Finance Minister Paudel and Kamu Governor Timsina's meeting on Sunday requested that Executive Director Gunakar Bhatt's resignation be accepted and facilitated.
"In the meeting with Kamu Governor Timsina on Sunday, Finance Minister Paudel clearly accepted the resignation of Executive Director Gunakar Bhatt and asked him to facilitate the process of appointing a new governor," the Secretariat source said, "Though the financial sector situation was discussed in the meeting with the Governor of Kamu, the Finance Minister asked him to accept Bhatt's resignation and facilitate the new appointment process." The agreement to make Gunakar Bhatt the governor was made last week. After this agreement, Finance Minister Paudel asked Bhatt to resign as the executive director of Rashtra Bank. Then on the 5th of Baisakh, Bhatt submitted his resignation to Kamu Governor Timsina .
His resignation was not accepted until Sunday. After the resignation was not accepted, Finance Minister Paudel asked Governor Kamu to accept it quickly, the secretariat said.
Rashtra Bank sources have admitted that Kamu Governor Timsina met with Finance Minister Poudel on Sunday but said that there was no pressure to accept Bhatt's resignation.
According to the National Bank Act, a new governor must be appointed one month before the post of governor becomes vacant. But after the appointment of a new governor was delayed even after the term of Mahaprasad Adhikari ended, the government assigned Deputy Governor Neelam Dhungana Timsina as the governor.
The Council of Ministers formed the Governor Recommendation Committee under the coordination of Deputy Prime Minister and Finance Minister Bishnu Prasad Paudel on Chait 11. Former governor Vijayanath Bhattarai and economist Vishwa Paudel were members of the committee. However, Bhattarai resigned last week saying that the committee had no role in the selection of the governor.
After Bhattarai left the committee, the government should first complete the committee by appointing another ex-governor as a committee member. Then the Council of Ministers appoints one of the three recommended by the committee as the governor.
