From the very beginning, we embarked on a campaign to improve education. The municipality got the award because of the improvement of education. The name of our city comes in the city that brings good results in the education of the country. We are teaching more than 750 students for free through Metro College.

We are teaching various subjects in partnership with CTEVT, Lumbini Buddhist University. We have arranged for free reading for the poor and underprivileged. We believe that independent education creates employment.

We have started a city-level 15-bed hospital and arranged for free health care services for poor citizens with specialists. We have made a lot of efforts for waste management. We have started producing and selling fertilizer from waste with the aim of earning stamps from waste. With the aim of making Tharu and Kumal communities self-reliant, we have conducted homestays in the tourism sector.

Confusion and confusion is in the field of education. If the union does not give the post, the province has no right. We have been forced to fill the posts of qualified teachers and send subject teachers to the school. The municipality has the right to transfer the job. As long as the union does not provide the assurance of the teacher's position and level-wise position, then we will use our resources and means.

We have put an end to the process of primary school teachers teaching in secondary schools for a long time by matching ranks and matching ranks. Now, we have made arrangements for level-wise posts from the subject teachers . We have worked to raise the education of the municipality.

Every government has debt. We have to bear some responsibility to fulfill the needs of the people . If the government does not bear the responsibility, who will bear it? So while carrying the liability was a bit too much, now the liability is zero . To increase the revenue, we have increased the tax rate and not the scope.

When I took over the tenure, the revenue seemed to rise from 18 to 21 crores a year . Last year we raised Rs 300 crore in revenue . This year we have set a target of raising 55 crores in revenue . We have not increased the rate of tax, we have increased the range . We have brought those who are not in the scope of tax under the scope of tax . The Chamber of Commerce and Industry and we are coordinating together how to increase the scope of tax .

The main problem at present is youth unemployment. Villages are becoming empty as youths migrate. With the aim of how to prevent it, we have planned to provide training and loans to encourage entrepreneurship to the youth . We are giving loans through local funds to the youth who are involved in agriculture .

Those who want to work in agriculture but don't get help is not only a problem of Tulsipur but also of the country. Sometimes there is a problem with grain, sometimes there is a problem with grass, sometimes cows die. Due to many such problems, they are also leaving their businesses. We are disbursing loans so as not to leave the profession involved.

We have set up a shop to sell fruits and vegetables for local farmers. We have allowed them to sell their goods on the street from 4 am to 8 pm. Two structures are being built for the operation of the haat market.

The basis of economic prosperity cannot be created unless jobs are created. The current crisis is unemployment. Despite the potential of tourism, nothing has been done due to the lack of coordination between the union, state and local levels. The base that only the municipality can provide full employment has not been built till today.

We have created a program to provide entrepreneurship training to the Kumal and Chaudhary communities who have skills and arts but need promotion and sell and distribute the produced goods. We are training Dalit community people to work in sanitation and make plastic utensils. We are also encouraging ventures by giving some capital.

(Thoughts expressed by Tulsipur sub-metropolitan chief Khadka in the second session of the interactive program on 'Power of Lumbini' on 'Upgrading of sub-metropolis')
