While it is being said that manpower has migrated abroad, the government of Nepal itself has adopted the policy of promoting foreign employment. In the case of Chitwan, there were 10 PCL level staff nurse training colleges operating here. After the National Medical Education Act in 2075, many PCL colleges were closed.

Investors of PCL College of Chitwan, which was closed since 2077 due to not being able to adhere to the standards of that Act, are still there. Because of that incident, there was a big impact on the production of nurses' manpower here, and the problem of the manpower prepared by the college being left behind was also seen. In this way, when a law is suddenly introduced without preparation, it has a direct impact on the production of manpower, and then it has put the entire health service sector in deep trouble .

The manpower of nurses in the hospitals of Chitwan has been able to be balanced so far, but the crisis is going to appear after the next two/three years . Therefore, when making such policies, the government should find production, demand, distribution conditions and needs instead of shrinking. If a proper policy is not made to promote nursing studies, it is certain that Nepal will face a crisis of manpower in the nursing sector in the near future.

Colleges were closed down after various conditions were placed in the Medical Education Act . One of the conditions was that if a hospital with 100/200 beds becomes available, it will be able to run a nursing program. Now again, Nepal Medical Council has prepared a new policy according to which any medical college can run graduate level and higher level programs . It's a good thing,  It brings a lot of ease in manpower production . A lot of education can be provided in one place, a lot of manpower can be produced but many hospitals cannot be operated in one place . Therefore, flexible criteria should be made for the medical education sector . The mechanism to regulate whether the standards are followed or not should be made effective and strong.

While giving importance to health and education in such debates, the role of research should not be forgotten. Various kinds of research results about the reasons why quality education or quality services are not being delivered guide what needs to be done. Such research can be done by our students, but it is necessary to embrace the policy of research.
