Medical education and health are said to be the hallmark of Chitwan. But we have not been able to get an official or policy document from the government as to why Chitwan was called a medical city.
An agreement was reached between the then Prime Minister Girija Prasad Koirala and the Chinese Prime Minister Li Feng in 2043 that a cigarette earns one penny and that money should be used to run a cancer hospital. Accordingly, in the year 2049, the government officially started this hospital with limited manpower, equipment and investment for a total of 100 beds. Now we have expanded it to 450 beds. Our goal is to increase 500 beds by adding 50 beds within this financial year. It is our responsibility to provide comfortable, accessible and quality service to
patients. In spite of doing this, the 33/34 crore rupees coming from the tax fund has gradually decreased to 25 crore rupees now when the hospital was operating with 100 beds. Our main challenge is to run a hospital with a capacity of 450 beds with this amount. How can such a large hospital be run with this amount? Running a medical college is not easy with the low financial support received from the government . Our annual expenditure is about 1 billion 80 million rupees.
The government should be aware of where to invest, where to build a building. Let's not build buildings in places and build pillars. My suggestion is that wherever there are already built buildings, let's coordinate them, supply the necessary manpower and equipment.
I have been in the medical council for the last 10 years so I am aware of the ratio of doctors to patients . It is our wish that the produced doctors go to the place and get employment, but this is not the case in the global market, the manpower goes where there is an opportunity . The problem with the medical college is that they don't give us service facilities, reduce the fees of the students, and teach them all.
While the government is fixing the number of students, the basic salary of the medical officers, nurses, registrars, assistant professors, and professors working here should also be decided . If only the salary is adjusted, the tendency to go abroad will be less . We have moved towards production but not thinking about recruitment. In this case, it is difficult to survive in Madi, not even Chitwan, with a salary of 40,000 rupees per month in nursing or medical profession. The state should understand this.
If all the people have fled, we will not stop. How to stop ? What resources do we have to stop the exodus? Gold is not found here by digging, diamonds do not grow to be picked. However, if existing resources can be managed or human resources can be attracted, the problem of the medical college will be solved. If the professors teach 150/200 students, it should not be considered difficult to pay 3/4 lakh rupees for one faculty . The tendency to go abroad in search of opportunities cannot be stopped, but some initiative has to be taken to attract here, even if it is little.
Canada has 80 percent Indian faculty, US NASA also has Nepalis. We can create some opportunity for them in Nepal. Basic wage standards should be made in health sector, environment should be created for foreigners to study in Nepal, Nepalis should be given opportunity for self-employment here . But it is not enough to talk like this, the policy makers should include such issues in the policy after taking opinions and suggestions from the stakeholders. Unfortunately, there are only a limited number of so-called experts in Nepal.
Some things in the medical field have to be sent out because we don't have enough. However, recently, if patients undergoing treatment at the cancer hospital have gone outside to take the services inside the hospital, we have decided not to do so. This decision has been made with the aim of providing services and facilities to the patients who have come to seek services in our hospital as much as possible, not to make them suffer by running to the end, not to send them to the end because it does not happen here . There is no happiness without referral for services that are not done in the hospital, but the allegation that all doctors refer to get all the services from the end is not true .
As far as how to make Chitwan a medical city or a tourism hub, I will give a little background here . In the year 2019, the present Bharatpur Hospital was established under the name of Mahendra Medical Adarsh Hospital. Eye Hospital was established in 2043, Cancer Hospital in 2049, Purano Medical COMS in 2053 and New Chitwan Medical College in 2063. The quality of the physical manpower and infrastructure here is what the customer says. But, what I can say with confidence is that, of all the organizations or health sectors in Nepal, Bharatpur Cancer Hospital is among the top three .
Initially, hospitals were started with a limited number of doctors to see patients. Today, Chitwan has modern equipment and large-capacity eye hospitals, cancer hospitals, and two-three medical colleges. Private sectors have also been very attractive. However, if it is so difficult for the government hospital, how about the private one! Surpassing all these disturbances, Bharatpur has left no stone unturned in providing quality healthcare services. Doctor of Medicine (DM MCH) program in Nepal has started from Bharatpur. It was later adopted by the Institute of Medical Studies. Even today, Chitwan has become a source of reference for producing physicians and its flow has spread across the country .
In order to make Chitwan a medical city, the state will take care of the tax service facilities, make it easier for the patients to stay and eat, and we will be able to provide treatment services at affordable prices . When the government hospitals are overcrowded, the private sector should not be bypassed. Instead, let's move forward by integrating both the private and the government, let all the hospitals know every evening about how many ICUs in Chitwan are empty. As we have come to this situation, I have seen great potential to promote tourism by making Chitwan a medical hub with small initiatives.
