57-year-old Shravan Thakur of Janakpurdham sub-metropolitan city-3 has been driving an e-rickshaw for eight years. Shravan, who has been driving an e-rickshaw for eight years, does not have a driver's license. He said that after failing the license test once, he did not try again.

I have been driving city rickshaw for 8/9 years. I cannot recognize letters and symbols. That's why I couldn't pass the written test,' he said, 'once I took the test, after failing, I didn't take it again.'

57-year-old Rajendra Sah of Janakpurdham sub-metropolitan city-8 has a similar problem. He has been driving e-rickshaws in Janakpurdham for 12 years. Even those who are illiterate don't have license . "I have been driving e-rickshaws since the very beginning," he said, "at the same time, I also took the license exam once." It is understood that it is not possible to get a license after failing in writing.'

Rahul Mahato of Janakpurdham sub-metropolitan city-13 also repeated the same problem. He also has the skills to drive an e-rickshaw and the desire to get a license. However, it has not been made yet. He said that he had to face many problems due to lack of license. "Traffic is a pain." He also has a loss,' he said, ``fines also have to be paid and there is a lot of trouble when there is an accident.'' He says that he gets into trouble when there is an accident. However, after the accident, he did not want to reveal the process by which the decision was made. Referring to the administrative body, he meant to arrange the transaction. "Without a license, you have to run a lot even in normal accidents," he said, "I can't even claim insurance."

``Ghus'' to traffic through leader

It has been found that most of the drivers who carry passengers from three-wheelers in Janakpurdham and Birganj cities give 'ghus' to the traffic police through leaders and travel agencies . Petrol, diesel and electric three-wheelers are parked at the main intersection from the village to the city. Ramdayal Sah, a driver, said that the arrangement for parking at the square is arranged by the travel agency and the leader among the drivers. According to him, every car owner should pay 500 to 1000 rupees per month to the leader or the listed travel agency. For that reason, a 'sticker' with the name of the agency is stuck on the vehicle. Sai Yadav said that every day in Janakpurdham, accidents related to e-rickshaws had to be discussed. He said that 25 to 30 such discussions are held at this post every month. District Traffic Police Office Dhanusha police inspector Surya Bahadur Shahi also said that e-rickshaw management is a mess. Most of the drivers are illiterate. They don't follow the normal traffic rules," he said, "if everyone doesn't try from their level, the situation of e-rickshaw terror will be dire." 

He complained that the local level did not support the e-rickshaw management. However, he said that the ambulance has worked so that it does not get stuck on the hospital road. It has not made it easy to get the license of 'C-1' i.e. electric rickshaw. "Nothing happens without transactions," he said. Dhananjay Singh, head of Transport Management Office, Janakpurdham, said that e-rickshaw drivers rarely come to get their licenses. The office has distributed a total of 8 thousand 57 licenses in 2081/082. Out of which 341 private and 1002 rental e-rickshaw licenses have been distributed, he informed. He said that there is no obstacle in the license. "We have distributed e-rickshaw licenses to 1,043 people in one year," he said, "If there had been a blockage, if the process had been more difficult, how could this number have been made?"
