57-year-old Shravan Thakur of Janakpurdham sub-metropolitan city-3 has been driving an e-rickshaw for eight years. Shravan, who has been driving an e-rickshaw for eight years, does not have a driver's license. He said that after failing the license test once, he did not try again.

I have been driving city rickshaw for 8/9 years. I cannot recognize letters and symbols. That's why I couldn't pass the written test,' he said, 'once I took the test, after failing, I didn't take it again.'

57-year-old Rajendra Sah of Janakpurdham sub-metropolitan city-8 has a similar problem. He has been driving e-rickshaws in Janakpurdham for 12 years. Even those who are illiterate don't have license . "I have been driving e-rickshaws since the very beginning," he said, "at the same time, I also took the license exam once." It is understood that it is not possible to get a license after failing in writing.'

Rahul Mahato of Janakpurdham sub-metropolitan city-13 also repeated the same problem. He also has the skills to drive an e-rickshaw and the desire to get a license. However, it has not been made yet. He said that he had to face many problems due to lack of license. "Traffic is a pain." He also has a loss,' he said, ``fines also have to be paid and there is a lot of trouble when there is an accident.'' He says that he gets into trouble when there is an accident. However, after the accident, he did not want to reveal the process by which the decision was made. Referring to the administrative body, he meant to arrange the transaction. "Without a license, you have to run a lot even in normal accidents," he said, "I can't even claim insurance."

``Ghus'' to traffic through leader

It has been found that most of the drivers who carry passengers from three-wheelers in Janakpurdham and Birganj cities give 'ghus' to the traffic police through leaders and travel agencies . Petrol, diesel and electric three-wheelers are parked at the main intersection from the village to the city. Ramdayal Sah, a driver, said that the arrangement for parking at the square is arranged by the travel agency and the leader among the drivers. According to him, every car owner should pay 500 to 1000 rupees per month to the leader or the listed travel agency. For that reason, a 'sticker' with the name of the agency is stuck on the vehicle. After that, he claims that when any traffic police check, they leave after looking at the sticker . Be overloaded as soon as you see the sticker, whether it is a bill book or a license. They don't stop any traffic," he said, "even if they get caught, they leave immediately. The travel agency and the leader are responsible for the release. The driver does not have to pay money there.' He told that the money collected by the travel agency and the leader goes to all the checkpoints and traffic police on the route. 

Janaki Transport, Janakannadani, Kamalamai, Pathibhara travel agencies in Janakpurdham said the driver Sah said . "Other drivers pressurize you to put that sticker and list it in travel," he said. According to Assistant Inspector (SAI) Chandeshwar Yadav working at the post, the driver of the said rickshaw is 65-year-old Ramsogarath Raut of Laxminian Rural Municipality-7. The rider is different. The driver Raut was driving an e-rickshaw on hire . 70-year-old Pawandevi of Sirha Kalyanpur Municipality-7 was injured in an accident near Bahrvighan while going from Ramannad Chowk to Janki Mandir on 15th June last. More than one and a half lakhs have been spent on his treatment. However, Raut does not have the funds to pay the medical expenses or the insurance facility . Like Raut, 9 percent of people in Janakpurdham and Birganj seem to be earning a living by driving e-rickshaws for rent. Sai Yadav said that every day in Janakpurdham, accidents related to e-rickshaws had to be discussed. He said that 25 to 30 such discussions are held at this post every month. District Traffic Police Office Dhanusha police inspector Surya Bahadur Shahi also said that e-rickshaw management is a mess. Most of the drivers are illiterate. They don't follow the normal traffic rules," he said, "if everyone doesn't try from their level, the situation of e-rickshaw terror will be dire." 

He complained that the local level did not support the e-rickshaw management. However, he said that the ambulance has worked so that it does not get stuck on the hospital road. "I put forward 6 proposals to manage traffic," he said, "but none of the proposals were accepted." He said that a long-term plan should be made for e-rickshaw management. He informed that there were 130 e-rickshaw accidents in the financial year 2080/081 and 128 in 2081/082. This is not all the details . Shravan, Rajendra, Rahul and Ramsogarath mentioned above are illiterate representative drivers only. There are more than 20,000 like them in Birganj and Janakpurdham cities. Those who have the skills and desire to drive an e-rickshaw. But when they are illiterate, they are not able to make a license. 

Kayapalt and Vaktar Nepal has handed over a survey in this regard to Satish Kumar Singh, Chief Minister of Madhesh Province, on Tuesday. A survey conducted with e-rickshaw drivers in Birganj Metropolitan Municipality and Janakpurdham Sub-Metropolitan Municipality has shown that 70.7 percent of the drivers do not have a license. It seems that 52.3 percent of these two cities, where only 30.3 percent of drivers have a license, have not applied for a license at all. Out of the remaining 47.7 percent, 30 percent have a license, while 17 percent of people failed the written test of the license and did not try again. Out of the 311 people who participated in the survey, 119 people tried to get a license, but it was found that they were unsuccessful due to various reasons. Out of 119 people, 54 people said that they failed the written test, 28 people failed the trial, 20 people said that it was a difficult process and 4 people did not receive the documents.   It seems that 48.2 percent of those who participated in the

survey did not have any insurance. 29.9 percent have third party vehicle insurance, 20.9 percent have all insurance and 2 percent have health insurance. 

Madan Thakur, the leader of the e-rickshaw business, has asked the Transport Management Office to facilitate the process of making a license as most of the e-rickshaw drivers are illiterate. It has not made it easy to get the license of 'C-1' i.e. electric rickshaw. "Nothing happens without transactions," he said. Dhananjay Singh, head of Transport Management Office, Janakpurdham, said that e-rickshaw drivers rarely come to get their licenses. The office has distributed a total of 8 thousand 57 licenses in 2081/082. Out of which 341 private and 1002 rental e-rickshaw licenses have been distributed, he informed. He said that there is no obstacle in the license. "We have distributed e-rickshaw licenses to 1,043 people in one year," he said, "If there had been a blockage, if the process had been more difficult, how could this number have been made?"
