E-Rickshaws: Passengers and workers killed by lax regulation

What you should know

The three-wheeled electric vehicle (e-rickshaw) known as City Safari has created employment in the local area along with access to transport in every village.

E-rickshaws have made it easy to reach from the yard to the market in the Samthar settlements of the Terai and some hills. E-rickshaws have become a reliable tool for transporting agricultural products to the market and even for taking the sick to the hospital. The workers who have switched to e-rickshaws from pedaling traditional rickshaws complain that they are facing many difficulties.

From Ilam-Jhapa in the east to Darchula-Kanchanpur in the west, many people are making a living by driving e-rickshaws after leaving the Gulf and India. Although autos across the country have helped to dynamize local markets, the role of the state apparatus in regulation has not been effective. Although some local levels have made a procedure for operating three-wheeled vehicles and are regulating registration, fare rates and routes, most of the municipalities have not yet made a procedure. Since the municipality is not able to regulate the procedure, there is not only unhealthy competition, but also the risk of passenger fraud, traffic jams and accidents.

In Koshi province, now the rights of e-rickshaw registration, renewal and route license have been taken away from the local level and concentrated directly in the transportation management office under the province. In Koshi, the drivers complain that e-rickshaws, which were easily registered in the municipality by paying 2 to 3 thousand rupees, now have to pay a fee of more than 10 thousand rupees to be registered at the transport office.

On the other hand, the e-rickshaw drivers of Rupandehi's Butwal sub-metropolitan and Tilottama municipalities say that they are facing a double whammy when they have to register with the municipality and the transport office. Since most of the e-rickshaws in Butwal are running without registration in the municipality   Everyone complains that the rules are not enforced .

Most of the drivers driving without registration in the municipality do not even have a driver's license. It has also increased the risk of accidents . It has been found in the study that almost 70 percent of the rickshaw drivers in Janakpur, Birgunj of Madhesh province do not have a license. Among the participants in the survey, 48.2 percent did not have any insurance, 29.9 percent had third party vehicle insurance, 20.9 percent had all insurance and 2 percent had health insurance. In the event of an accident, unlicensed drivers face difficulties for facilities such as treatment, relief, and insurance. Even though the busy city of Nepalgunj sub-metropolis in western Nepal has made regular efforts to use e-rickshaws, it is not sure how many are running without registration.
