Incidents of misuse of state funds by those in power under the guise of political access have been made public from time to time. In this regard, the exploitation of the country's treasury has been found to be the most prevalent in unstable political environments. In the history of the parliamentary system, the actions taken to maintain power for three years since 2051 are found as a vivid example of revenue exploitation. At that time, the situation where the Prime Minister, ministers, MPs and high-level employees had to cover up any shortcomings and maintain power had encouraged corruption and irregularities. Issues such as the purchase of MPs to maintain power, foreign trips to the government, and the Pajero culture had in a way 'discredited' the parliamentary system. In addition, the examples of irregularities pointed out by the Auditor General's report in 2054 had exposed countless cases of financial irregularities. The Auditor General had shown a distorted form of misuse of government funds.
Minister's discretionary spending
In the 1950s, the Home Minister had unlimited authority to spend as he pleased under his ministry. Based on that, the then Home Minister spent Rs. 14 million 45 thousand discretionary spending in the fiscal year 052/053. The then Accountant General's report mentioned that the budget allocated in the name of the disabled, sick, poor and teachers was spent in the name of his close associates.
The government allocated Rs. 4 million through the budget, but Rs. 8 million was spent on the Home Minister's discretionary spending. Similarly, the Accountant General's report mentioned that Rs. 4 million 49 million was spent in 051/052. MPs are the ones who cheated the revenue!
The MPs who made the laws themselves were found to have violated the law. According to the report, while paying the salaries and housing facilities to the office bearers and members of the parliament, it was seen that 541 thousand rupees were deducted as advance tax against the Income Tax Act and rules. This showed that the MPs themselves were involved in tax evasion.
It was seen that 45 lakh rupees were spent on the facility given to the MPs to hire an official-level private employee. But the employee's salary receipt was not submitted. It was seen that the name, address and payment receipt of the employee who received the salary were not even submitted. The payment for the dinner served by the Deputy Speaker to the delegation from his district was made by the Parliament Secretariat. It was not mentioned anywhere for what purpose the dinner was served and whether such expenses were allowed or not. The delegation came from Mahottari.
Minister's health care and computer purchase
The Accountant General had said that the government was silent on the issue of the ministers going abroad for treatment and spending lakhs of rupees beyond the prescribed limit . The Ministers' Remuneration and Facilities Act states that if treatment is required abroad, a recommendation from a medical board is required . The Act also mentions that such treatment expenses cannot exceed the annual salary . But the Accountant General's report mentioned that ministers spent the treasury money by showing that they had received treatment without a recommendation .
The Central Services Department under the Ministry of Home Affairs did not have computers . However, it was seen that employees were sent for computer training . The Accountant General had pointed out errors in three appeals and 38 district judges for not deducting income tax. The Accountant General had described the arbitrary expenditure on many such topics as irregularities.
