The accusations and counter-accusations that begin after internal factionalism within the Communist Party have become very complicated. Some issues of the UML, which has been organizationally very strong since 2046, are often covered with such accusations and factionalism.
Due to internal conflicts, many leaders and activists of the party have left the mainstream of the party and gone elsewhere. The division after the formation of the NCP in the 2074 parliamentary elections has become equally sad. Although this trend is present in almost all parties, especially the power struggle within the Communist Party has not only weakened it politically, but also created a situation where it is impossible to stay in one party.
Many leaders including CP Mainali, Madhav Kumar Nepal, Jhalanath Khanal, Radhakrishna Mainali have distanced themselves from the mainstream of the UML due to internal conflicts. UML is one example of the communist parties that have suffered from internal problems between parties since the establishment of democracy. The power struggle within UML began with the fifth general convention in 2049, which was called the people's multi-party democracy or the ninth democracy.
The dispute that began with the people's multi-party democracy of the then general secretary of UML Madan Kumar Bhandari and the ninth democracy presented by the then general secretary of ML CP Mainali, under the document presented at the general convention three decades ago, escalated and reached the Mahakali Treaty and the power equation with the Rastriya Prajatantra Party in 2052. A huge gap had formed between the leaders. As the dispute grew, from the context of CP being removed from the cabinet during the UML's nine-month rule in 2051 to the Mahakali Treaty in 2053, the state of division had deepened. By 2054, issues such as MPs taking vehicle facilities, providing liquor and beauty products to MPs to come to power, financial manipulation, and leaders earning wealth had been raised in a heated manner. The party's former deputy general secretary Bamdev Gautam, known as an opponent of the Mahakali Treaty and a supporter of new democracy, CP Mainali and other leaders were on one side, and General Secretary Madhav Kumar Nepal on the other.
Bamdev had led the process of forming a government with the RPP, while party president Manmohan Adhikari, General Secretary Nepal and other leaders were against it. Bamdev had even put forward a proposal in 2053 to remove Nepal from the position of General Secretary. But he could not. However, after the power sharing with the RPP in 2006, Bamdev became powerful by becoming the Home Minister. Some UML leaders were not satisfied with him becoming the Home Minister and starting to dominate the party. After five months in power, the effects of this internal dispute began to be seen.
Then, the game of weakening Bamdev began. In 2007, the UML Central Secretariat was reshuffled to strengthen General Secretary Nepal. Five months ago, Nepal had strengthened its hold on the Central Secretariat by reshuffling members in the Secretariat where Bamdev had a majority. The Secretariat was reshuffled to have a majority in Nepal's favor, citing the fact that the party was in a dispute because of Home Minister Bamdev. At that time, the Central Committee realized that many errors had been found in the work done by UML ministers. After joining the government, Bamdev was accused of becoming all-powerful and focusing on himself rather than the party. Realizing that the party and its leaders were becoming unpopular, the Central Committee decided to return the Pajero taken as MP privileges and to investigate the assets of the leaders. This decision was made to maintain popularity by purifying the leadership. This decision was made with the sixth general convention and the possible mid-term elections in mind.
Even though the decision was made to return the vehicle, some leaders complained that the vehicle had been sold and the money had been spent on educating their children and buying land, so how could it be returned? Some leaders were angry that General Secretary Nepal had decided to return the vehicle because he had not taken such a vehicle privilege.
CP's roar: The story of Duryodhana and Draupadi
CP, who led the New Democracy, had said that there was no strong faction in the party to fight for morality. He had said that Duryodhana and the tendency of misrule were dominant in the party. At a formal program organized in Kathmandu on 25 Bhadra, he had said that the tendency of greed for positions and privileges was dominant in all parties.
CP had also complained that the party leaders had defamed him. He had said, ‘A photojournalist has defamed him by taking a picture of his house from a cliff.’ He had added a story about people like him in the party watching Duryodhana dismember Draupadi. Since he was a supporter of New Democracy, he complained that the party was being trampled by the supporters of the majority. UML leader Ramnath Dhakal had said that sticks had been used in the party. He had said that sticks would not run the party.
Kantipur Daily published news under various headlines focusing on the increasing power struggle within UML, the issue of returning MPs' vehicle facilities has become complicated, the manipulation of secretariat members to weaken General Secretary Bamdev and strengthen Nepal, and attempts to sideline some in the name of party purification.
On Bhada 19, 2011, a news item titled 'UML General Secretary has the right to curb the government, Bamdev's grip is weak' was published. Similarly, on Bhada 26, a news item titled 'UML's misrule tendency dominates: CP' was published. Kantipur published a message-oriented cartoon on Bhada 30, focusing on the issue of returning MPs' vehicle facilities.
