As the issues of ministers, MPs, and the government's working style began to be exposed in Parliament, irregularities began to surface. The scenes seen and heard in the Parliament meeting at Singha Durbar on 27th July 2011 proved the abuse of office and power.

The game of toppling and forming the government was burning like a fire in the heart. Rastriya Prajatantra Party Chairman Surya Bahadur Thapa was trying to remove Prime Minister Lokendra Bahadur Chand and lead the government himself by gathering the support of the Nepali Congress. Due to the extreme dispute within the RPP, the ruling party MPs would occasionally show signs of division even in the parliament session.
Chand, who became the Prime Minister on Chaitra 27, 2053 with the support of the UML, was more worried about angering the ministers and MPs than making the work of the government he led effective. Some leaders, including UML Chairman Manmohan Adhikari, were also dissatisfied with the government's working style. Therefore, Prime Minister Chand himself was forced to cover up the distortions created by some ministers and MPs for fear of the government collapsing.
As the issues of the working style of ministers, MPs and the government began to be exposed in the parliament, the distortions began to come to the surface. The abuse of office and power was also proven by the scenes seen and heard in the parliament meeting at Singha Durbar on 27th August 2011. The issues raised by the MPs in that meeting were themselves admitting that they were ‘defaming’ the parliamentary system. The unstable politics had sent a message to the public that the parliamentary system was not wrong. Three prime ministers had ruled in the 2 years and 8 months since the mid-term elections. There was a race to become the fourth prime minister.
In the midst of political instability, the issues raised by the MPs were not only very sensitive, but also clearly showed examples of distortion. Speaking in the meeting on that day, UML MP Purushottam Poudel had said, ‘During the Rana era, one had to approach the door in the eyes of ‘Shri 3’ to get work done, while in the Panchayat, the door to progress was opened for those who did tricks and cheats, now in addition to both of those, one has to offer offerings to get work done.’ An example of how angry UML MPs were against the working style of the government formed with their own support was also clear from Poudel’s opinion. In the meeting, UML MP Narendra Raj Pokharel had asked what kind of quota the minister had set. He had sarcastically said that he would have received the information on time. After MP Pokharel asked, Speaker Ramchandra Poudel had said, ‘The honorable one should have asked when the quota was set.’
UML MP Raghuji Pant had expressed dissatisfaction over Finance Minister Rabindranath Sharma increasing the price of newsprint. Pant had drawn the attention of Prime Minister Chand by mentioning the incident of journalists forming a struggle committee due to the imposition of 5 percent customs duty on newsprint. Prakash Chandra Lohani, a lawmaker from the ruling Rastriya Prajatantra Party, had objected to the government's silence even when an international non-governmental organization called ADRA Nepal was running its activities through an illegal organization called 'ADRA Nepal-Bhutan'. He had sought a response from the minister concerned saying that the government was silent about the activities conducted by the unregistered organization.
Discussion on maternity medicine expenses
In the meeting, the lawmakers had raised the issue of taking money by submitting a bill for medicine worth fifty thousand on the recommendation of a village health post and taking maternity expenses. Congress lawmaker Badrinarayan Basnet had urged the public to provide accurate information about the facilities received by the lawmaker, saying that the wrong message had been sent to the public. He had said that such issues would harm democracy and the parliamentary system and that such lawmakers should be known.
Congress MP Kamala Panta objected to the news that she had received Rs 80,000 as a payment for powdered ash, saying, "I challenge you to make the check number I received public." MPs Hridayesh Tripathi and Panta had said that they were ready to face any punishment if it is proven that they had received the money.
Ineffective Parliament
MPs had demanded an investigation saying that bribery has increased in the country. Congress MP Deep Kumar Upadhyay had demanded an investigation into bribery, corruption and commission system. He had also demanded that an investigation into irregularities be started to increase the effectiveness of the House.
Congress MP Purna Bahadur Khadak had expressed concern over the absence of senior leaders in the House. He had urged the presence of ministers and senior leaders to make the House effective. He had questioned why the House was not informed if the Terrorist and Subversive Crimes Bill was passed by the Council of Ministers. MP Panta had said that the Bill was discussed only outside. The government was preparing to bring the Bill to control the Maoists. But the MPs had demanded that the House be informed.
Dissatisfaction with television broadcasting
Nepal Television filmed and showed the House for the first time on 27th Shrawan 2054. But the MPs had accused it of being a ministerial activity, not an MP activity. The government was accused of cutting off MP questions on corruption and showing only the minister's answers.
Congress MP Ananda Prasad Dhungana had said that he cut off what he said on corruption. MP Ram Sharan Mahat had said that only the activities of the minister were 'televised' and that he had 'hit the first bite'. In response to the queries raised by the MPs, Speaker Poudel said that the media committee would take a decision later as the television broadcast was a test.
The news prepared by making reference to the activities of the coalition government and the issues raised in Parliament was published by Kantipur Daily on 28th July 2054 under the title ‘Representatives: MPs of the ruling party are angry with the government’. The activities carried out in the name of maintaining power at that time are still being portrayed as unnatural and perverse.
