The custom of the Head of State presenting the government's policies and programs before the annual budget continued even after the change of 2046. After the mid-term elections in the country in 2051, the government was very unstable, and incidents of irregularities and misrule were becoming public.
From 2051 Mangsir to 2054 Asar, 3 prime ministers had taken power in the country in 2 years and 7 months. The nine-month government of Manmohan Adhikari, which was formed in 2051 Mangsir after the mid-term elections by the UML, had introduced some new programs. In particular, the program of 'Let's build our own village and senior citizen (elderly) allowance' was considered popular. The main challenge at that time was the development of infrastructure and poverty alleviation. For that, it was very challenging to come up with a plan to increase the scope of revenue collection from economic development.
Although the Communist Party in principle emphasized a state-controlled economic system, no government had abandoned the liberalization that had begun under the leadership of the Congress after 2048. The policy of that time seems to be even more relevant now. Just as it is not easy to fulfill the dream of economic prosperity if we keep the policy sector at a distance now, the same principle seemed to be adopted then too.

The policies and programs of the UML-led government, the largest party in parliament, led by the then Prime Minister Lokendra Bahadur Chand, had put forward the old agenda. The policies and programs of the UML-led Chand government, addressed by King Birendra, prioritized issues such as proportional development, food security, human resource development, and poverty alleviation. It was mentioned that a liberal and market-oriented economic policy would be adopted to increase the revenue generated to implement the program. The Chand-led government, which was formed in Chaitra 2053, made public through the King's address that it would continue many of the plans and programs started by the previous government.
Rescue economic policy
The government had mentioned that it would clarify the role and participation of the private sector in its policies and programs. The policies and programs stated, 'Emphasis will be placed on maintaining economic balance by integrating the government and private sectors and on mobilizing savings.' The policy of reducing government involvement in public enterprises and involving the private sector will be maintained.’ The policy and program mentioned creating an environment for private sector investment and exploring international markets for export promotion.
Electricity generation and drinking water in the valley
Almost three decades ago, the government prioritized energy generation. Before the 2046 change, the Kulekhani reservoir and the Sunkoshi built by the Chinese government generated 2.25 MW of electricity across the country. Towards the end of the Panchayat, Masyangdi was under construction. After the water resources policy introduced by the government in 2048 opened the way for the private sector, projects like Upper Bhotekoshi, Kaligandaki ‘A’, Puwa Khola, Modi Khola, Chilime, and Khimti were under construction. The Chand government had announced that these projects would continue in its policy and program. These projects were under construction.
The Kathmandu Valley's drinking water problem was serious. For that, the issue of bringing the Melamchi River to Kathmandu was included in the policy and program. The policy was put forward to continue the budget provided for the 'Let's build our own village' program put forward by the UML. During the nine-month rule of the UML, the commitment was made to reduce the 'Nine S' program put forward by the then Finance Minister Bharat Mohan Adhikari to 'Seven S' and implement it. Literacy, small irrigation, clean drinking water, small roads, small industries and other areas were included. The government had put forward issues such as women's welfare, identification and solution of squatters, abolition of the Kamaiya system, making primary education compulsory and continuing literacy education (such as adult classes) as social policies.
Emphasis on Maoist control
The government had announced through its policy and program that it would control the Maoist armed rebellion that started on Falgun 1, 2052. For that, the policy mentioned strengthening security. It was announced that the administrative machinery would be kept free from political shadow. The policy mentioned taking strict steps for corruption control and good governance. At a time when the opposition was demanding the formation of an inquiry commission alleging that the government misused state resources to help the ruling UML win in the local elections, the issue of impartiality was included in the policy.
