After the political changes of 2046, the second local body election was held in 2054 Jestha. In the first phase of the election held on 2054 Jestha 4 and the second phase on 13, the UML had won a majority in the local bodies. However, the incident that the election was held under the double threat of the government and the rebels has left many examples even today.
In that election, the ruling RPP cadres accused their own party leader, Prime Minister Lokendra Bahadur Chand, of failing to maintain peace and security. UML Chairman Manmohan Adhikari thanked Home Minister Bamdev Gautam for the UML winning a majority in the first phase of the election. The Congress, on the other hand, accused the ruling party of using UML cadres and the police to discourage voters.
In the first phase of the election held on 2054 Jestha 4, the Maoists did not allow candidates to register in many places in the western districts. The unopposed candidates also resigned under Maoist pressure. The Maoists had killed local level candidates. The Maoists had killed Congress candidates in the western districts. In the early days of the armed movement, the UML was viewed as a class friend by the Maoists. At that time, RPP Chand was the Prime Minister and UML's Bamdev was the powerful Home Minister. Gautam, who brought the UML party along with him to make Chand the Prime Minister, had a different and more aggressive style. The clash between the ruling party and the opposition led to the loss of three lives on the day of the second round of elections, and the opposition accused the state of protecting it. Many civilians were injured in the second round of elections. There were clashes between the Congress, UML and RPP in various places across the country. The opposition accused Home Minister Bamdev of abusing the police administration to help the UML win.
Three people died in internal clashes between party cadres in Rautahat and Dhanusha, and shootings were reported in Madhesh districts. Bombs were detonated in the Akor Village Development Committee of Mahottari from the morning of the election day. In Siraha, 22 bombs exploded, injuring 60 people. Congress candidates Nawaraj Bhattarai and Baburam Bhattarai from Jhangajholi VDC of Sindhuli were attacked and injured. By the day after the election, the death toll had reached 7. All the deceased were involved in internal conflicts. They were from Bara, Siraha, Dhanusha, and Sarlahi.
The government had announced that elections would be postponed in 437 places, including 9 municipalities, due to poor peace and security by the second day. The elections were postponed in polling stations in Morang, Rautahat, Siraha, Saptari, Dhanusha, Ilam, Sindhuli, Sarlahi, Dhading, Parsa, Sarlahi, Ilam, Ramechhap and other districts.
There were allegations that ruling party cadres attacked the opposition and the police were supporting the government. After becoming the Home Minister, Gautam had replaced the police chief and made extensive transfers of employees, including the Chief District Officer. There was also criticism that the transfers were made on the eve of the election. The opposition claimed that the opposition had changed everything from the IGP to the Chief District Officer and the police chief to rig the election.
