The no-confidence motion filed by the CPN-UML and the Rastriya Prajatantra Party against Prime Minister Sher Bahadur Deuba was rejected in a vote in parliament on 2053 Paush 9. After the no-confidence motion was rejected by 2 votes, the UML and the RPP were very angry. 

The UML and RPP Chand group, which was engaged in a strategy to topple the Deuba government at any cost, maintained their stance that the Prime Minister should resign morally even though the no-confidence motion failed. After failing to remove Deuba from the no-confidence motion, the UML and RPP Chand group held a press conference on 2053 Paush 11 and demanded Deuba's resignation. Their argument was, 'The government is in a minority. It has no moral right to remain in power.' 

After the second no-confidence motion filed against Deuba also failed, the UML and RPP raised questions of morality. A warning was given through a press conference that if Deuba did not resign, they would remove him through street protests. In the vote in parliament, 84 votes were cast against the no-confidence motion. There were 101 votes in favor of the proposal. At the press conference, which required at least 103 votes in support of the government, Deuba was challenged to show up for a vote of confidence in parliament. They had said that they would create public pressure for his resignation by holding street protests rather than resigning from the Deuba government. 

The opposition claimed that the government had hidden MPs, sent them abroad, bought and sold them, and even kidnapped them to protect its power. The no-confidence case, which began when the UML offered to make leader Lokendra Bahadur Chand the prime minister in the conflict within the RPP, had been going on for a long time. After getting the prime minister, the Chand faction had participated in the process of toppling the Deuba government anyway. UML Chairman Manmohan Adhikari had said that Deuba had the support of 107 people when the joint government of the Nepali Congress and UML was formed, but that situation is no longer the case. RPP leader Chand had insisted that a government without a majority would not be constitutional. Chand had said, ‘The government should not be run in an unparliamentary and undemocratic manner.’ UML General Secretary Madhav Kumar Nepal had informed that talks were underway to go to court against the Speaker’s ruling. UML leaders had also expressed the view that a national government could be formed if the Congress accepted it. 

The no-confidence motion had created a huge stir in the RPP, which was divided into two camps. The distance between RPP leader Chand and party chairman Surya Bahadur Thapa had increased over the no-confidence motion. A rift had begun between them, to the point of taking action against each other. RPP Chairman Thapa had been expressing his disagreement by saying that he himself had brought a no-confidence motion against the participating government. Leader Chand had warned Chairman Thapa of action for violating the whip of the parliamentary party. 14 ruling party MPs, including RPP, did not participate in the vote. Chairman Thapa was among them. He had left the parliament without being able to take up the issue of voting because he was late. Chand had said that Chairman Thapa should apologize. 

MP Rokaya's clarification 

Nepal Workers and Peasants Party MP Bhakta Bahadur Rokaya, who was allegedly kidnapped with the connivance of the government's Home Minister Khum Bahadur Khadka, had clarified that he was voluntarily outside Kathmandu when the vote on the no-confidence motion was held in parliament. Workers and Peasants Party Chairman Narayanman Bijukchhe suspected that his party's MP Rokaya was killed in a motorcycle accident there, saying that he was taken to Purnia, India. It was also alleged that Home Minister Khadka, along with MPs Rajendra Bikram Shah and Shivraj Joshi, kidnapped him and took him to Baluwatar. While the allegations/counter-allegations were going on in the House, MP Rokaya had released a statement saying that he was safe. He had argued that he could not be present in Parliament on the day of the vote because he had gone out for special work. Along with him, RPP's Mirzadil Saad Beg and Sadbhavana Party's Anish Ansari were absent from the vote. If all three of them had voted, the Deuba government would have fallen.
