Rastriya Prajatantra Party MP Mirza Dil Saad Beg and Sadbhavana Party MP Anish Ansari, who had been in favor of toppling the government until the previous day, did not attend the parliament on the day of the vote on the no-confidence motion. They had signed a petition agreeing to topple the Sher Bahadur Deuba government and make Lokendra Bahadur Chand of the RPP the Prime Minister. The petition submitted to the King had their signatures. But on the day of the vote, MPs Mirza and Ansari did not attend.

The no-confidence motion put forward by the UML in its strategy to make Lokendra Bahadur the Prime Minister did not succeed for the second time because of these two MPs. The vote was held on the 9th after the discussion on the justification for the no-confidence motion that began on 2053 Poush 6.

Especially since the RPP MPs kept changing their stance, there were objections and objections on other issues rather than the discussion on the no-confidence motion. The UML was very angry after the no-confidence motion failed by 2 votes in the vote while the lawmakers were accusing and counter-accusing each other. The Deuba-led government was saved for the second time by 2 votes.

101 votes were cast in favor of the no-confidence motion, 84 votes were cast against it, and 14 lawmakers were absent. 103 votes were needed to topple the government. 87 from the UML, 9 from the RPP, 1 from the Sadbhavana Party, 2 from the Masal, and 2 from the NEMKIPA voted in favor of the no-confidence motion. 2 lawmakers from the NEMKIPA voted in favor of the no-confidence motion even though they did not sign the motion. 14 lawmakers from the ruling party did not participate in the vote.

Congress's Khum Bahadur Khadka, Rajendra Bahadur Shah, Devendra Raj Kandel, Jyotendra Mohan Chaudhary, Shivraj Joshi, RPP's Surya Bahadur Thapa, Balaram Gharti Magar, Buddhiman Tamang, Shantishamsher, Mahendra Rai Bishnu Bikram Thapa, Mirzadil Saad, and NEMKIPA's Bhakta Bahadur Rokay were absent. RPP's Mirzadil Saad and Sadbhavana's Ansari signed the petition submitted to the king, but the main opposition created a huge ruckus in the parliament after they were absent on the day of voting.

UML had moved a no-confidence motion with at least 103 votes. But the no-confidence motion failed due to the absence of 2 members, and the opposition attacked the government. Before the voting began, the dispute between the ruling party and the opposition had been going on in the parliament for a long time. Therefore, even though the meeting started at 1 pm, the voting took place at 5 pm. Speaker Poudel had informed that there was an agreement to investigate the activities in the House after the no-confidence motion.

Absence of MPs and faction change

The game of saving and removing the government was very interesting. Which is still criticized in the parliamentary history of Nepal. The government and the opposition parties were confused after the MPs started changing factions here and there. On the one hand, NEPKIPA MP Rokaya was out of contact, while RPP MP Mirzadil Saad went to the Prime Minister's residence in Baluwatar overnight and was absent from Parliament. Therefore, it was estimated that the opposition's vote would decrease before the voting began.

After failing to bring MP Mirzadil Saad to their side, an agreement was reached between the government and the opposition to run the Parliament. The information that Mirzadil Saad went to the Prime Minister's residence in Baluwatar in the middle of the night and was also absent from Parliament had raised many doubts.

Home Minister accused of kidnapping MPs 

The opposition had accused Home Minister Khadka of kidnapping MPs  in Parliament. The opposition had demanded that Home Minister Khadka answer the question of searching for NEPKIPA MP Rokaya . RPP's Padmasundar Lawati had accused the Home Minister of kidnapping MP Rokaya and taking him to Baluwatar . NEPKIPA Chairman Narayanman Bijukchhe had said that his party's MP Rokaya was kidnapped on the instructions of Home Minister Khadka.

Bijukchhe suspected that MP Rokaya was killed in a motorcycle accident in Purnia, India . His statement further angered the opposition parties against the government . When NEPKIPA MP Rokaya did not appear in Parliament, the opposition had taken a stand that the parliament would not function . But by midday, the opposition had backed down from its stance . 

There was a commotion in the House. The opposition demanded a reply from Home Minister Khadkal, saying that the meeting should not be continued. RPP Chand faction MP Kamal Thapa made a statement linking his party's MP Mirzadil Saad to Kashmiri terrorists. He had said, 'There must have been some agreement regarding the arrest of a large number of explosives in Kathmandu, I have not said anything more than that now.'

UML MPs Devi Prasad Ojha, KP Sharma Oli, Rajendra Pandey and others had demanded that the Home Minister answer the question of the MPs being detained. They had demanded that the Speaker rule for the Home Minister's reply. As per their demand, Speaker Poudel had directed that the Home Minister should answer as the matter was very sensitive.

Assistant Home Minister Deepak Prakash Baskota, who was standing on the rostrum of the Parliament to answer, was stopped by the opposition party. The opposition had demanded that Home Minister Khadka, not the assistant minister, should be present and answer. But the Speaker allowed Baskota to speak, saying that a responsible person from the government should be present and answer. Baskota had said that he was not aware of the accident involving MP Rokaya.

UML MP Bamdev Gautam had asked the House to be informed about MP Rokaya's condition, saying that he was not satisfied with Assistant Minister Baskota's answer. Bijukchhe of NEP had also sought more information about MP Rokaya. Speaker Poudel had said that he would proceed with the meeting, saying that it was not permissible to create a ruckus in the House by calling a living person dead. After the Speaker's statement, the House calmed down and action on the no-confidence motion was taken.

RPP Chairman Thapa left the Parliament building during the voting to decide on the no-confidence motion. When he returned to vote, the parliament bell had been rung and the doors had been closed. After seeing Thapa, the security guard opened the doors of the parliament hall. When Thapa entered the hall and tried to sit on the chair, opposition MPs including UML approached Thapa with a shout. He did not know that the shout was caused by him. That is why he was confused for a moment.

After the Speaker ruled to close the doors for voting, the opposition insisted that Thapa should not vote because he had entered. After a debate in the house, opposition MPs tried to physically attack Thapa. UML and RPP Chand group MPs had shouted slogans saying Thapa out, out. But Thapa was still confused. Speaker Poudel had informed Thapa that he would not be able to vote and even if he did, his vote would not be valid. But even after all this, the uproar in the parliament did not stop.

The controversy did not stop and UML MPs attacked the Speaker, asking why Thapa was allowed to enter. In the process, UML MPs broke the microphone in front of the Prime Minister. Then, after ruling party MPs told Thapa that voting was underway, he left. Thapa had responded to reporters that sometimes being a big man is a curse. He called this incident a betrayal of honor.

Thapa had explained that he had entered without knowing that voting was taking place. He had left to eat at that time as the Home Minister was being demanded to answer in the House. MPs from the main opposition party, including Bharat Mohan Adhikari and Devi Ojha, had demanded action against the person who opened the door to let Thapa in. Speaker Poudel had informed the House that action would be taken against those who opened the door at an untimely time. RPP Chairman Thapa said that the mistake was his own.

Sarcasm and slander among MPs

While there was a ruckus in the House, the Chief Whip of the ruling party Congress, Ananda Prasad Dhunga, said that the MPs should stick to the principles of their respective parties and that the political dirty games that took place in Vaishali and Summit Hotels should be investigated. But in response to his words, RPP leader Chand said, "Do everything, don't talk about ideals." Chand said in an angry tone, "It would be okay to stay with us at Shankar Hotel, and there is nothing wrong to stay with UML at Summit Hotel."

Congress MP Pradeep Giri, on the other hand, sarcastically said, "UML and Congress are learning from the company of RPP that elections cannot be won without positions, money, police and administration." UML asked Chand to become the Prime Minister today, tomorrow we will make Thapa.' During the no-confidence motion, Giri had argued that the incident between the Congress and the UML was just a poison released during the churning of the ocean in ancient times. He had satirized the poisoning of UML President Manmohan and Congress President Girija Prasad Koirala, who were considered as Mahadevs for the protection of democracy.

'Look at Manmohanji, who has no greed for office,' Giri had said, while RPP leader Chand had violated the rules. Chand had said, 'Giri teaches by telling stories from the Mahabharata and Ramayana, but in the Mahabharata, he has shown that truth triumphs.' Giri had satirized the big parties by calling them Bangkok and the small parties Purnia. Giri made this sarcasm when there was talk of sending NEPCA MP Rokaya to Purnia and sending RPP ministers to Bangkok. After hearing Giri's statement, UML MPs booed and jeered, saying that sending MP Rokaya to Purnia was a joke. MP Giri again asked the Speaker, 'Is it sometimes allowed to joke in the House or not?'

Before the start of the Parliament meeting, there was an argument between UML Chairman Manmohan Adhikari and Minister for Youth, Sports and Culture Bal Bahadur KC. Chairman Adhikari had gestured with his hand to ask how much money the MPs had bought KC. It was not heard what Minister KC replied to that. But after the opposition MPs sitting nearby booed and jeered, saying that they were insulting our Chairman, KC remained silent.

During the vote tallying in Parliament, RPP MP Sarvendranath Shukla was saying, ‘Our party chairman (Surya Bahadur Thapa) did not come to vote. At least he did not violate the party whip, thank you.’ Shukla’s sarcasm caused laughter among the opposition party MPs. At that moment, when they saw Chairman Thapa sneaking in through the back door, the opposition MPs pointed and said, ‘He is coming.’ Within a minute, the opposition MPs jumped up and went to the rostrum and started threatening the Speaker.

While the voting was going on in Parliament, Chairman Thapa, not understanding the situation, asked Congress President Girija Prasad what the fuss was about. MPs including UML MP Krishna Gopal Shrestha, saying that Thapa’s presence was against the Speaker’s ruling, went straight to the Speaker’s table and banged on it.

As Speaker Thapa was about to leave the parliament amid a commotion and chaos, opposition MPs including UML MP Rakam Chemjong tried to punch him. For a while, the house seemed to be out of control. The guards of honor had been sitting for an hour and a half with their hands tied to protect the Rostam and the Speaker's seat. UML MPs had written and pasted slogans in front of the guards of honor saying, "Our salaries and allowances must be distributed, our demands must be fulfilled."

The second no-confidence motion against Prime Minister Deuba was rejected by the house, questions were raised about the ethics of MPs, and the increasing tendency to do anything to increase the number of MPs in the parliamentary system.
