After Chand spoke, Minister of State for Water Resources Sharbendranath Shukla and Assistant Minister for Supplies Anish Ansari had questioned why his resignation was not accepted. Nine RPP and two Sadbhavana Party MPs were sitting on the ruling party bench. After seeing this scene, the main opposition UML MP Birodh Khatiwada had demanded an explanation as to why the ruling party MPs and ministers were sitting on the opposition bench. Interesting seating of MPs

Chand, the UML's proposed prime ministerial candidate and RPP leader, entered the hall shortly before the meeting began and sat in the ninth row of the opposition bench. UML Chief Whip Devi Prasad Ojha had requested Chand to sit in the front. But Chand did not agree. RPP MPs Kamal Thapa, Ramkrishna Acharya and Sadbhavana's Hridayesh Tripathi were sitting in the row with him. Incumbent Ministers of State Sharbendranath Shukla, Prem Bahadur Bhandari, Rajiv Parajuli, Assistant Minister Anish Ansari and Deputy Speaker Ram Vilas Yadav were sitting in the opposition bench.

RPP Chairman Surya Bahadur Thapa, Pashupati Shamsher Rana, and Fattesingh Tharu were sitting on the ruling party's bench. Assistant Ministers Bishnu Bikram Thapa and Khobhari Roy, who claimed that the Chand party was standing on their side, were not present in the House. The MPs of the Nepal Workers and Peasants Party were also not present on the day the special session began. RPP MP Prakash Chandra Lohani, who came after the parliament meeting ended, said that he was standing on the ruling party, saying that he was where he was. But RPP spokesperson Thapa said that the parliamentary party had issued a whip to all its MPs to sit on the opposition bench. He had said, 'It is the official decision of the party to sit in the opposition, we have followed that decision.'

Speaker Poudel had informed that the discussion on the no-confidence motion would begin on 2053 Paush 6. The discussion would continue until 20 Paush and the vote on the no-confidence motion would be held after the Prime Minister's reply, the Speaker had informed. The UML proposed Chand as the prime minister to topple the Deuba-led government, and the conflict in the RPP over whether to stay in the government or leave it increased. Chairman Thapa was in favor of maintaining the government, while Chand was in favor of toppling it.

Chand understood that he should not lose the impact of becoming the prime minister in a multi-party system less than 7 years after the 2046 movement toppled the Panchayat. Chand was the last prime minister of the Panchayat. This no-confidence motion had brought the RPP to the point of mental division. The UML had the 'ego' of toppling its nine-month government. Therefore, the UML had put forward Chand in a bid to take revenge by toppling Deuba, even though it had made the former Panchayat Chand the prime minister.

The Manmohan Adhikari government formed in the 2051 mid-term elections was toppled in nine months by the Congress with the support of the RPP. The UML had joined hands with the RPP to remove Deuba's government, which became Prime Minister in 2052 Bhadra by removing Manmohan from the no-confidence motion. After the RPP promised to topple the government, Deuba had made several agreements with the RPP to save the prime minister's post.

The RPP, which won 20 seats in the mid-term elections, had 17 ministers, including the Deputy Speaker. Apart from Chand and Chairman Thapa, only one MP remained as a minister. However, the RPP MPs had signed the petition with the intention of moving a no-confidence motion to topple the Deuba government while remaining in power.
