Sher Bahadur Deuba, the leader of the Nepali Congress parliamentary party, who became the Prime Minister in Bhadra 2052 after overthrowing the nine-month-old UML government led by Manmohan Adhikari, faced a no-confidence motion within six months. The Rastriya Prajatantra Party (RPP) helped topple the UML government, which was formed as the largest party in the House of Representatives after the mid-term elections held in Kartik 2051.
After being removed from the government, the UML seemed to have a strategy to divide the RPP and return to power. According to the same strategy, the UML had proposed to give the post of Prime Minister to Lokendra Bahadur Chand, the leader of the parliamentary party of the Panchaloro Party, which was thrown out through a movement six years ago. After the RPP parliamentary party leader Chand promised that RPP MPs would also vote for him, the UML had moved a no-confidence motion against Prime Minister Deuba in the House of Representatives. The no-confidence motion had brought the RPP to the brink of a split. RPP Chairman Surya Bahadur Thapa was against the no-confidence motion, while Chand was attracted to the Prime Minister. As the dispute escalated, a situation of hand-wringing arose between the leaders of the party. The RPP ministers themselves had become insecure due to internal conflicts within the party. A few days before the vote on the no-confidence motion, RPP Chief Whip Bishnu Bikram Thapa was kidnapped, and Mahendra Rai, who had become an assistant minister from RPP, was assaulted at the minister's residence in Pulchowk. But on the day of the vote, RPP MPs stood in one place in a dramatic manner. UML had demanded a special session of Parliament to decide on the no-confidence motion moved on Falgun 29, 2052. In the no-confidence motion, UML had accused the Deuba government of destroying the country's economy and obstructing the pace of development. Deuba, on the other hand, had given a 13-page long speech urging the opposition to withdraw the no-confidence motion. The RPP MPs were kept under increased surveillance in the parliament. RPP whip Bishnu Bikram even monitored his ministers when they went to the toilet. Congress chief whip Anand Dhungana and whip Padmanarayan Chaudhary were taking information about their MPs.
Prime Minister Deuba's government was saved after only 90 votes were cast in favor of the motion in the vote on Chaitra 11, 2015. Only 88 MPs from UML and two from CPN (Masal) voted in favor of the no-confidence motion. RPP leader Chand and Hridayesh Tripathi, who was expelled from the Sadbhavana Party, were absent from the vote. After the bell rang for voting, UML MPs 'hooted' when Narayanman Bijukchhe of the Workers and Farmers Party tried to speak. While boycotting the vote, the UML MPs had called the NEPCIPA MPs 'out,' 'out'. Independent MP Moti Prasad Pahadi had voted against the no-confidence motion. If Chand had 8 MPs, 3 from NEPCIPA, Pahadi and Hridayesh, 13 MPs, it was estimated that 103 MPs would be enough to form a government, including 90 from UML and Masal. At that time, there were 205 MPs. Of that, 103 MPs could have formed a government. But instead of supporting the no-confidence motion by issuing a press release, the NEPCIPA had called the UML a disloyal party. The NEPCIPA had made public its view that it could not vote on the no-confidence motion, considering itself the most successful in terms of political principles.
After the no-confidence motion failed and the Prime Minister's post was saved, Deuba walked out of the Parliament building in Singha Durbar with a smile. It had been six months since he became Prime Minister for the first time.
