The political proposal presented by General Secretary Madhav Kumar Nepal at the UML Central Committee meeting on 15 Magh 2052 attracted much attention. In a part of the political report, serious questions were raised about the character of UML leaders.

The issue created a lot of uproar after General Secretary Nepal mentioned in his report that the leaders' conduct had deteriorated and that the number of people who indulged in alcohol, gambling, polygamy and rapists was increasing in the party. 

The report mentioned that superficiality, arrogance and ad hoc working style had increased in the 25th meeting of the Central Committee and that the vice of having more than one wife had become widespread. The report said, "Indulging in immoral activities and marrying another wife despite having a wife has started to develop in our party ranks." 

The report also mentioned that such vices have started to be seen even among the responsible leaders of the UML, and that even famous names in national politics have been implicated in the act of sexually abusing women in the name of teaching tuition in the course of party work, on the grounds of not being satisfied with their wives and not having children. It was mentioned in the report that in some places, party leaders themselves helped to commit immoral acts. The then General Secretary Nepal said that there was not only a problem of polygamy in UML, but also a love of alcohol, and he was worried about what effect alcohol would have on society after he drank alcohol. According to what he said in the report, young women, gambling and alcohol had a great influence on UML at that time. 

Corruption in the party 

There have been public criticisms/comments about the financial corruption of some UML leaders. Questions of irregularities were also raised against UML leaders during the interim period and the nine-month rule. Nepal’s report said, ‘Questions have started to arise about the financial character of some of those holding positions in our ranks. It should be investigated and if found guilty, punishment should be given.’

Probably for this reason, General Secretary Nepal had mentioned in his report that there was an increasing tendency in the party to speak indiscriminately, talk behind the back of the leadership, behave rudely, spread disappointment among the people, and express dissatisfaction. General Secretary Nepal had expressed concern in his report that if such a tendency increased, a situation would arise where cadres at all levels would be humiliated. However, the report mentioned in the report that no one should be jealous when paying the party levy and spending it on their families. The report also admitted that those who did corrupt things were protected by the party ranks, and that the party was threatened and pressured when they tried to take action.
