Girija Prasad had asked Deuba to take disciplinary action for making such a big decision against the decision of the central committee without consulting him. On the charge of disobeying the party's decision, the Congress had taken disciplinary action against Deuba by not even being an ordinary member of the party for three years.
Deuba, on the other hand, had called a general convention and threatened to bring a no-confidence motion against Girija Prasad and remove him from the leadership. At that time, Deuba was accused of not accepting the decision of the central committee, but now the Central Working Committee has decided that the special general convention demanded based on the party's statute has lost its justification. The incident of Deuba being expelled from being an ordinary member of the Nepali Congress for three years had become very complicated. He had told his close leaders that if Deuba did not withdraw the disciplinary action, he would bring a no-confidence motion against Girija Prasad.
Speaking to reporters at the Prime Minister's residence in Baluwatar on June 12, Deuba had said, "Since the National General Convention is the largest body of the party, its meeting will be called within three days. There are many cadres in the general convention, it will give a decision in favor of justice." He had warned that he would call a general convention to challenge Koiral. Deuba had announced that he would call a general convention against Girija Prasad in 2059, saying that the cadres will provide justice to him. At that time, Deuba had said that since the National General Convention is the largest body of the party, that is why he would make the decision. Girija Prasad is a terrorist within the party!
Deuba, who was given the title of Commander of the Nepali Congress's Far West in 2048, was appointed Home Minister by then Prime Minister Girija Prasad Koirala. After the mid-term elections in 2051, Deuba, who became the leader of the Congress parliamentary party unanimously with the support of Girija Prasad, became Prime Minister for the first time on Bhadra 26, 2052. After that, he gradually gained power within the party. But after two Congress MPs were absent from the parliament, Sher Bahadur resigned. At that time, the Koirala faction was accused of forcing Deuba to resign by making his own party MPs absent. Congress leaders say that since then, there has been a permanent conflict between the Koirala faction and Deuba.
Krishna Prasad Bhattarai became the Prime Minister after the Congress won a majority in the 2056 parliamentary election. Girija Prasad replaced Krishna Prasad and became the Prime Minister himself. In Asad 2058, Girija Prasad did not agree with King Gyanendra on the issue of mobilizing the army against the Maoists. Which is still known as the 'Holeri scandal'. Girija Prasad resigned from the post of Prime Minister, saying that the king had obstructed his decision. An election was held between Sushil Koirala and Deuba for the leadership of the Congress parliamentary party to become the Prime Minister. Deuba defeated Sushil in the election and became the leader of the parliamentary party.
After becoming the party leader, Deuba got the opportunity to become the Prime Minister for the second time on 2058 Shrawan 7. At that time, a huge rift had arisen in his relationship with Congress President Girija Prasad. Because Girija Prasad wanted to make Sushil the leader of the parliamentary party. When Deuba became the Prime Minister, there was extreme unrest in the country due to the Maoist conflict. A state of emergency was declared in 2058 Mangsir and the army was mobilized against the Maoists. The relationship between Koirala and Deuba was deteriorating further. The relationship was getting so cold that Deuba had started openly criticizing Koirala.
On 2059 Jestha 14, in a meeting with cadres at the Prime Minister's residence in Baluwatar, he accused Girija Prasad of creating terror within the party by comparing him to the Maoists. 'The country is facing two types of terrorists. On one hand, the Maoists from the jungle and on the other hand, Girija Prasad is creating terror within the party,' he had said. According to a news report published on 15th Jestha 2059 citing a Baluwatar source, Deuba had appeared aggressively among his supporters, saying that the Maoists were breaking the hands and legs of those who did not support him and that Girija Prasad was threatening to expel cadres who did not support him from the party.
The aforementioned references led to the split of the Congress. The news prepared by journalists Hari Bahadur Thapa and Balaram Baniya, which covered the developments within the Congress after the decision to take disciplinary action against Deuba for disobeying the party's instructions, was published in Kantipur Daily on 13th Jestha 2059 under the headline 'Prime Minister expelled from the party, Deuba announces to call a general convention to challenge Koirala'. Similarly, another news report was published in Kantipur on 15th Jestha 2059 under the headline 'There is no difference between the Maoists and Koirala who are engaged in a campaign to eliminate their opponents'.
Two weeks after Deuba threatened to remove Koirala with a no-confidence motion, on Asad 2, 2059, a meeting of his party's general convention representatives was called in Kathmandu and it was announced that it had been transformed into a general convention. Finally, on Asad 4, 2059, it was announced that Girija Prasad had been removed from the presidency.
Deuba had declared himself president and formed a new party called the Nepali Congress (Democratic) on Asad 5. Ultimately, Deuba was unable to hold mid-term elections. King Gyanendra dismissed Deuba from office on Asod 18, 2059. Asod 18 is considered in political circles as a 'soft coup' carried out by the king in violation of the constitution.
