Responding to a question raised during the discussion on the bill, Minister for Communications Wagle argued that the law was being made to increase facilities with the idea of keeping lawmakers away from financial temptations. The main opposition UML lawmakers did not respond to his argument. UML lawmakers did not participate in the discussion to pass the bill. After the opposition's silent support, it was easier for the ruling party to pass the bill.
The previous day, on Mangsir 17, after the bill was presented in the House of Representatives, UML Chief Whip Devi Prasad Ojha had issued a whip to his lawmakers to oppose the bill. But on the same day, after the House of Representatives meeting ended, he told the lawmakers at his parliamentary party office, 'We should neither reduce nor increase this bill. You should not push it.'
UML lawmaker Prem Singh Dhami had withdrawn the motion registered with the Parliament Secretariat against the bill. He had said, ‘This bill increases the distance between MPs and the people. This bill was brought to provide financial incentives to MPs.’ But he withdrew the bill as per the party’s decision.
Nepal Workers and Peasants Party’s Asha Kazi Basukala and independent MP Nawaraj Subedi had expressed their views on the bill. But when the bill was proposed to be passed, they remained silent. NEPKIPA MP Basukala suggested that it would be better to provide this amount for election expenses rather than increasing facilities for MPs.
The government had been spending Rs 46 million annually on office bearers and MPs. After the bill was passed, the facilities were doubled to Rs 100 million annually under the same heading. Independent MP Subedi had said that increasing facilities would give the impression that MPs only care about their own interests and that black marketers could increase prices. He said that discrimination was also being done while increasing facilities.
No nationally recognized party MPs participated in the discussion held in Parliament during the passage of the bill. Everyone sat in silence. MPs informally said that participating in the discussion and not making any arguments, right or wrong, was a new feature of the Parliament session.
Chief Whip Ojha also stopped the attempts of UML MPs to show off to the people by reducing the amount by a small amount. After the bill was unanimously passed, Communications Minister Wagle expressed the opinion that the state should also think about the MPs who are trying to solve the problems of the people after the multi-party system was achieved. He said, ‘After increasing the facilities, MPs should not have to think about other situations due to their difficulties.’
