In Rolpa, incidents of the use of force against the opposition by the United Jan Morcha Nepal (Baburam Bhattarai group) had been public since 2050. By Mangsir 2052, locals said that 9 people had died in three years due to Jan Morcha attacks. The Jan Morcha was particularly lenient towards the Nepali Congress and the Rastriya Prajatantra Party.

Locals used to say that the Janamorcha was trying to launch an initial phase of guerrilla warfare. Locals said that the Janamorcha's activities had been violent since Asoj 2051. The government had launched a special police operation under the leadership of Superintendent of Police Chuda Bahadur Shrestha in such villages to maintain peace and security. 

328 people were arrested during the operation, while others were released after questioning, while 107 were in custody. Deusingh Roka, the Uwa VDC chairman elected by the Janamorcha, was in custody. The number of those arrested and detained also indicated that the situation there was not normal. 

There were 20 women in police custody. The women used to say that they had done nothing and that the police had beaten them unnecessarily. However, the police used to say that the Janamorcha had used women to prevent the police from entering the village and had surrounded and attacked them. The police had recovered 47 guns from the forest and houses. 

Locals used to say that the Janamorcha had started preparations for a rural class struggle and people's war. Bam Bahadur Pun of the former Uba VDC, who was injured in the Janamorcha attack, said that the Janamorcha cadres had insulted him by wearing a woman's petticoat. 'They pressured me to become a Janamorcha supporter,' he had said, 'They beat me up saying that I could be killed because I had weapons in the forest. I have been staying in Sulichower, unable to go home.' 

Many people complained that the Janamorcha cadres had entered the village on the pretext of holding a cultural program and beaten me up. Complaints were often heard that the educated, well-read and wealthy class of the village were first tried to form the Janamorcha and if they did not, they were beaten up and forced to flee the village. Government security officials had speculated that they were preparing for guerrilla warfare because they had a strategy of gathering after saying 'Zero Zero' and attacking after saying 'Zero Zero One'. 

Police investigation had shown that the local Janamorcha used to bring strangers from other villages and beat them up. When they had to beat them up, they used sign language to get people from other villages to do so. Locals also said that the Janamorcha used to collect donations of potatoes and corn from each house to run the campaign. Locals said that the Uwa VDC spent the money from the 'Build Your Own Village' program on cultural programs. 

The Janamorcha had launched the 'Siege' campaign to connect the Jaljala of Rolpa and the Sisne Himalayan region of Rukum. According to Hemant Kumar Gharti Magar, a 9th grade student from Kotgaun, and Janamorcha cadre Mandhwaj Karki, the Siege campaign is a program run for the liberation of the oppressed and suffering people of the Himalayan region. The government's representative, Superintendent of Police Shrestha, had said that the siege operation was the initial stage of the guerrilla campaign. According to him, the police had found weapons and food in the forest. Therefore, it was assumed that a guerrilla war had begun. When the police arrived, they would give information in sign language and provide training in caves and forests, Superintendent Shrestha had said. 

UML District Secretary of Rolpa, Tikaram Khadka, had said that the government was launching a campaign to kill communists. He had said that political workers were being prosecuted on the basis of revenge. Nepali Congress District Vice President Madhav Acharya had said that peace and security should be maintained by adding police posts in the villages. He had demanded that police posts be established based on necessity. 

 According to former member of the National Panchayat, Bamkumari Budha, she had narrated her experience of communists creating terror in Thabang VDC in Rolpa and Rukum since 2038. Even then, many police were deployed. She also narrated the incident of the communists boycotting the elections in 2038. Budha said that after the multi-party system came, they adopted a policy of suppressing the opposition.

Government security officials said that the Janamorcha attacked the opposition in Rolpa and Rukum using villagers who fled after seeing the police. Superintendent of Police Shrestha said that he had suggested to the government to implement long-term and short-term programs such as recruiting one member of each police family in Rolpa into the police, providing skill-based training to women, and taking employment-based industries to the villages. 

 In Kathmandu, the issue of such incidents in Rolpa was introduced in the parliament. UML MP and Chief Whip Devi Prasad Ojha, speaking in the parliament on 15 Mangsir 2052, demanded that a team of MPs be sent to the incident site. On behalf of the Home Minister, Minister for Construction and Transport Bijay Kumar Gachhadar informed that action had been taken against those who were involved in criminal activities underground in Rolpa. He also said that he agreed with the proposal to send a team of MPs to get information about the real situation.
