The UML had been protesting against the Supreme Court's decision to dissolve the Parliament and hold mid-term elections on the recommendation of Prime Minister Manmohan Adhikari on 12 Bhadra 2052, which was declared unconstitutional. As a result of that dissatisfaction, the UML had filed an impeachment motion against Chief Justice Bishwanath Upadhyay and Justice Surendra Prasad Singh in the House of Representatives on 1 Asoj 2052. However, Speaker Ramchandra Poudel had rejected the impeachment motion without discussing it in the House of Representatives. As soon as the House of Representatives meeting began on October 10, 2052, UML Chief Whip Devi Prasad Ojha had demanded that the motion rejected by the Speaker be brought up for discussion. The ruling party MPs, on the other hand, were demanding that the motion rejected by the Speaker as per the rules be brought up for discussion. The meeting, which started at 12.20 pm, lasted until 2.45 pm due to the stance of both parties. As soon as Speaker Poudel asked UML MP KP Sharma Oli to bring an amendment proposal to advance the government's policies and programs, UML MPs led by MPs Radhakrishna Mainali and Amrit Bohra reached in front of the Speaker.
