The unusual scene shown by the MPs in the House of Representatives nearly three decades ago was probably the first in Nepal's parliamentary system. Such scenes have been seen repeatedly in subsequent parliamentary meetings. However, at that time, the brazen wastefulness involving the MPs was new to the general public.

The beginning of the meeting

The UML had been protesting against the Supreme Court's decision to dissolve the Parliament and hold mid-term elections on the recommendation of Prime Minister Manmohan Adhikari on 12 Bhadra 2052, which was declared unconstitutional. As a result of that dissatisfaction, the UML had filed an impeachment motion against Chief Justice Bishwanath Upadhyay and Justice Surendra Prasad Singh in the House of Representatives on 1 Asoj 2052. However, Speaker Ramchandra Poudel had rejected the impeachment motion without discussing it in the House of Representatives. The UML, on the other hand, had been demanding that the impeachment motion be brought up for discussion, saying that the Speaker did not have the authority to dismiss it.

As soon as the House of Representatives meeting began on October 10, 2052, UML Chief Whip Devi Prasad Ojha had demanded that the motion rejected by the Speaker be brought up for discussion. After Ojha had raised the issue, Speaker Poudel, with the aim of ending the dispute, said, "It is not possible to just keep on arguing about the impeachment motion." As soon as the opposition MPs started shouting,

The ruling party MPs, on the other hand, were demanding that the motion rejected by the Speaker as per the rules be brought up for discussion. The meeting, which started at 12.20 pm, lasted until 2.45 pm due to the stance of both parties. In the meantime, the Speaker had tried to remind the UML MPs that the motion had been rejected under a specific circumstance.

As soon as Speaker Poudel asked UML MP KP Sharma Oli to bring an amendment proposal to advance the government's policies and programs, UML MPs led by MPs Radhakrishna Mainali and Amrit Bohra reached in front of the Speaker. MP Bohra was seen pulling the Speaker's microphone. Angry UML MPs Raghuji Pant, Bhim Rawal, Mitharam Sharma Bajgain were seen in the front row. UML leader CP Mainali was not seen in the parliament at that time. The spectators inside the parliament stood up and watched the scene.

All UML MPs were trying to get close to the Speaker, but the security guard stopped them. The agitated and unruly crowd of opposition MPs seemed to be trying to break the security cordon and attack the Speaker. It was also seen that force was used against the security guard. Some MPs were chanting slogans saying, "We don't need such a Speaker," while others were seen trying to climb onto the rostrum. The Speaker interrupted the meeting after three minutes. Even as the Speaker tried to leave with his scepter in hand, the UML MPs were trying to attack the Speaker.

After the Speaker left, the MPs who were chasing him went near the Home Minister who was sitting in his seat. The UML MP grabbed Home Minister Khadka by the collar and kicked him. After the scuffle, Khadka said something. But what he said was not heard. The UML MP who grabbed Khadka by the collar was Binod Kumar Shah. The house was tense with noise, slogans and banging.

It was impossible to tell who hit whom in the crowd. People sitting in the audience were also seen jumping into the meeting room and fighting with the MPs. At that time, the Parliament used to meet in the Butterfly Garden building of Singha Durbar. Due to the narrow space and not strong security management, people in the audience were able to enter the meeting room. The management in the Parliament seemed weak at that time compared to the current one. There were also 205 MPs in the House of Representatives.

In the chaos that arose in the meeting, it was also seen that ministers were dragged by climbing on benches. The microphone was broken and chairs were vandalized. The details of the damage to the meeting room were not immediately confirmed by the Parliament Secretariat. When the UML MPs started harassing the Home Minister, the Congress MPs also appeared aggressive. MP Sharad Singh Bhandari had taken the Home Minister out to prevent him from harassing him further. Congress MP Bal Bahadur KC was restraining the angry Congress MPs. After ten minutes of uproar, Congress MPs and ministers came out.

Accusation of bringing in goons against the Speaker

UML MPs accused the Speaker of deliberately bringing in goons and assaulting the MPs. They went to the Speaker's room to raise the same issue. They also argued and made noise in the Speaker's room.

The Speaker denied the accusation of bringing in goons by UML MPs. He said, "Honorable members, you should live in your dignity." UML MP Bamdev Gautam accused the ruling party of being involved in the encounter by bringing in people from outside. But National Assembly Chairman Beni Bahadur Karki, who was sitting with the Speaker, retaliated. He replied to Bamdev, saying, "We have not brought anyone from outside." We can increase the number of security guards here from 100 to 500. We have ordered to provide security to the security guards.'

Speaker Poudel said that no one was brought in from outside and that the chaotic situation was created because you (UML MPs) used force. He had said, 'You should not have been so impulsive. You should also consider how much dignity you should maintain.' UML MPs argued for 15 minutes demanding an investigation into the matter of bringing in goons from outside. After Speaker Poudel said that he would investigate the matter, the UML MPs walked out. After the MPs walked out, the Speaker said in a conversation with the media that the UML MPs were more focused on using force than going through the process.
