During the 2046 BS movement, the slogan that echoed on the streets was, 'The five thieves leave the country. The five murderers are the murderers. The five murderers are the murderers.' It was not just slogans that were raised on the streets; multi-party leaders accused the corrupt five of making Nepal the poorest country in the world.
During the movement, after democracy was achieved, the voices of developing the country by bringing back the crores of rupees deposited by Queen Aishwarya in a Swiss bank in the name of Pampha Devi were heard on the streets. The idea that the Panchayat had made the country hollow was heard from the mouths of the protesters. The multi-party activists used to tell the pain they had to endure while fighting against the Panchayat and its rulers for 30 years like a fairy tale.
But the Nepali Congress had established the belief that everyone wins in democracy by bringing the same Panchayat to power within 6 years of the success of the movement. On 27 Bhadra 2052, when the Council of Ministers formed by Congress Parliamentary Party leader Sher Bahadur Deuba expanded the cabinet, the Rastriya Prajatantra Party, which was founded by the former Panchayats, was included in the government for the first time after the multi-party system. The mid-term elections of 2051 provided a great relief to the two RPP factions (Chanda and Thapa), which were limited to three seats in 2048. The voters gave the Panchas, who were struggling to survive, the opportunity to become the rulers of the state. After the formation of the
government, some criticized the Congress for giving the opportunity to multi-party and anti-democratic forces to come to power. The RPP had won 20 seats in the House of Representatives at that time. The Congress had put the RPP in favor of a no-confidence motion against Prime Minister Manmohan Adhikari to displace the minority government of the UML. The Congress had described the RPP as a 'democratic force' with the intention of not allowing the UML to remain in power. At a victory rally organized in Tundikhel, Kathmandu on Chaitra 27, 2046, in celebration of the multi-party system, the then General Secretary of the Congress, Girija Prasad Koirala, had said, 'This victory is also for the Panchas'. Political experts had sarcastically commented on the rise of the Panchas to power, saying that the Congress itself had confirmed Koirala's statement six years later.
In the 26-member cabinet including Prime Minister Deuba, 13 ministers, ministers of state and assistant ministers were from the RPP. Five including Kamal Thapa, who played an important role in suppressing the 2046 movement, were given important ministries in the Deuba government. Thapa was given the Ministry of Local Development, while Padmasundar Lawati was made the Minister of Agriculture. The six ministers of state and assistant ministers were new faces of the RPP. All the RPP ministers had gained experience by becoming ministers in the Panchayats. Prime Minister Deuba was accompanied by Bal Bahadur Rai, Sheikh Idris, Dundiraj Shastri, Chiranjeevi Wagle, Khum Bahadur Khadka, Govindaraj Joshi, Chakra Prasad Bastola, Ram Sharan Mahat, Vijay Kumar Gachhadar, Arjun Narsingh KC, Bhim Bahadur Tamang and Gajendra Narayan Singh from the Nepal Sadbhavana Party. Khum Bahadur was given the responsibility of Home Minister. He has been in the news since then.
