At a meeting held in Pyuthan before the 2048 elections, the then General Secretary of the Nepali Congress, Girija Prasad Koirala, had questioned the character of the Communist Party and made a speech stating that Male, Mandala and Masala were the same. At that time, party workers close to the left pelted stones at the meeting, expressing disagreement with his statement.
In 2046, the day after the multi-party declaration, Koirala had said in a victory meeting held in Tundikhel, Kathmandu, that the collapse of the Panchayat and the establishment of a multi-party system was also a victory for the Panchayat. When he said in the meeting, "This victory is also for the Panchayat," he was 'hooted'.
Girija Prasad, who had a tendency to express his feelings, was considered a more liberal leader towards the communist parties at that time. Less than a hundred days after the government was formed in 2048, an employee movement began against the government he led. UML not only supported the movement, but also played a leading role. Communist parties were also seen as very intolerant during his prime ministership.
Communist parties, and especially UML, had taken to the streets and parliament to protest against the Koirala government on issues such as the employee movement, the Tanakpur Agreement, the Arun III Hydropower Project, and the Dasdhunga accident. Even when Koirala was Prime Minister, relations with the UML were never good. That is why Koirala was known as an anti-communist leader in the 1950s.
Koirala was unable to manage the conflict within his own party, forcing the country to hold mid-term elections in 2051. The results of the election brought the UML to power. Manmohan Adhikari became the country's first communist Prime Minister. As the largest party, the UML formed a minority government. Parties including the Congress had given a vote of confidence. But criticism began within three months of the government being formed. Former Prime Minister Koirala was at the forefront of the critics. Koirala, on the other hand, had accused the UML government of showing authoritarian activities. Koirala had made a lot of noise after saying that the UML government would fall if it were to 'blow'. He had said that he would 'blow' the government if he wanted to. Against this backdrop, the king had announced mid-term elections on the recommendation of the prime minister of the interim government, Manmohan Adhikari.
A week after the election was announced, Koirala had said in an interview with Kantipur that there had been no significant change in his views on the communists and that he was trying to establish the former Panchas as a democratic party by increasing their faith in the multi-party system. During the interview, he had said that the democratic forces would be brought under one umbrella in the mid-term elections.
The Congress, which had filed a no-confidence motion against the Manmohan Adhikari government in the House of Representatives with the support of the Rastriya Prajatantra Party formed by the Panchas, had accused the UML of trying to destroy democracy.
Koirala had said that the UML had devastated the country in 6 months and that democratic power should be in one place. He considered the RPP to be a democratic power. Koirala's idea that this victory was also for the Panch in his Tundikhel speech was still the same five years later.
The Panchs had won 20 seats in the House of Representatives and reached the position of participating in the government. A no-confidence motion was registered in the parliament with the support of the RPP and the Congress parliamentary party leader Sher Bahadur Deuba as the Prime Minister. But the Congress had called the recommendation for mid-term elections unconstitutional.
Koirala had said during an interview, 'The recommendation for mid-term elections is a constitutional act that came unexpectedly.' He accused the UML of trying to destroy democracy and bring about communist rule. He had mainly accused the communist government of destroying the economy and not implementing the Arun project. Koirala was very angry that the Arun project had not been implemented despite the agreement to invest in it by foreigners. Koirala had pointed out the need for a joint government in the country during an interview, reminding UML General Secretary Madhav Kumar Nepal that a minority government could not provide political, economic and social stability. Koirala had said, "They (the communists) say one thing today and another tomorrow, due to which they have lost trust with the people and foreigners." Koirala recalled that he had recommended mid-term elections when he was in a majority government in 2051 and said that the Manmohan Singh government was in a minority. When he recommended a mid-term election, no party or MP had been able to show the possibility of forming another government by gaining a majority. But against Manmohan, he said that a majority of MPs had submitted signatures to propose an alternative government in Parliament.
Stating that repeated mid-term elections would bring economic crisis to the country, he had called the Communists a party that talks one thing and does another. Koirala alleged that the Communists were anti-monarchy and totalitarian, saying, ‘Communists say one thing and do another.’
