In April 1993, an investigation was launched into the decision to appoint a General Ticket Sales Agent (GSA) for Shanewani for Europe. The matter is still being discussed as the Dhamija scandal.
The Fair Company of Britain was appointed as the agent to sell tickets for Europe. Dinesh Dhamija of the Fair Company was the ticket seller. The Dhamija scandal is called the Dhamija scandal because the company's agent was Dhamija. The then Prime Minister Girija Prasad Koirala was accused of appointing the GSA to the Fair Company by putting unnecessary pressure on the management. A parliamentary inquiry was also held into the allegation.
This incident is considered an indelible scandal in the history of Shanewani. At that time, Prime Minister Koirala appeared before the Accounts Committee of Parliament and gave his answer. Kuber Sharma, an MP from the ruling Nepali Congress, also suggested that Koirala should be investigated. Sharma, who is on the side of Krishna Prasad Bhattarai, had said that Koirala had exerted unnecessary pressure. Internal strife in the Congress also played a role in the incident. That is why the incident became famous.
While the investigation was being conducted in the parliamentary committee, the UML-led government formed after the 2051 mid-term elections had formed a commission headed by Gajendra Mani Pradhan to study the incident. He had claimed that the commission had started the investigation by giving special importance to the Dhamija incident to defame him. Joshi was the Tourism Minister at the time of the GSA appointment. The commission had also taken a statement from former Prime Minister Koirala. In the statement, Koirala had made a written statement that he was involved in the incident with political bias. Joshi also gave a statement to the commission.

The Supreme Court issued a show cause order in the name of the then Council of Ministers led by Manam Mohan Adhikari, Tourism Minister Bhim Rawal, the Shanewani Board of Directors, the Gajendra Mani Commission and General Manager Kalyandev Bhattarai. A single bench of Supreme Court Justice Indra Raj Pandey also called the Attorney General's Office for discussion.
Similarly, advocate Balkrishna Neupane had filed a writ petition in the Supreme Court seeking a mandate for the Commission for the Investigation of Abuse of Authority to investigate the Dhamija case. The final hearing of the petition had not taken place. In Neupane's writ petition, Shanewani had given a written reply to the court stating that no prime minister or minister was involved in the Dhamija case.
After the increase in the number of writ petitions filed in the court regarding the Dhamija case, Shanewani's institutional department had issued a statement informing that the process of appointing an arbitrator for the termination of the GSA agreement was underway. It had stated that the dispute could be decided by an arbitrator and would not go to a national/international court. Kantipur Daily published a news report on the decision taken by the Congress-led government regarding the Dhamija case, which has been raised as an issue from the street to the parliament, under the title 'Dhamija Case: Show Cause Order to the Government' on 16 Baisakh 2052.
