After the 2046 People's Movement, while serving as the main opposition party in parliament, there was curiosity about what the UML would do after leading the government, which had been heating up the streets and the parliament on many issues including the 1950 Peace and Friendship Treaty with India, the use of water resources, the border dispute, and the Tanakpur Treaty. A few days before leaving for India, Nepal's leftist parties had suggested to Prime Minister Adhikari that the 1950 Treaty be revoked, saying that the UML was becoming pro-India.
The talks between Prime Minister Adhikari and Indian Prime Minister PV Narasimha Rao, who had gone on a visit to India while out of power to raise issues raised by his own party, were viewed with great interest in both countries. At that time, there was a possibility that not only national but also international issues would be raised in the talks.
During the five-day visit, ministers including Minister for Local Development and Energy Chandra Prakash Mainali, Nepali Ambassador to India, Vice Chairman of the National Planning Commission, and secretaries of the ministry participated in the talks from Nepal. The talks between the two prime ministers were scheduled to discuss issues including the 1950 Treaty. On the first day of the visit, Prime Minister Adhikari had expressed his opinion that the 1950 Treaty should be amended in line with the times. He also informed the public about the open economy policy of his government in the same program. He had expressed this opinion during his visit to India when there was a question about how the UML would promote private investment after leading the government. Adhikari's argument was, 'Nepalese coming to work in India is like adding a drop of water to the Indian Ocean, but if Indians come to Nepal, it will be a big problem. Adhikari had said that even though Nepal is landlocked, it is actually surrounded by India, which is why India's cooperation in trade and transit is necessary. During his speech, he also promised to help strengthen India's security system. He had announced that he would not allow any terrorist activity on his soil and had stopped the Kathmandu talks on Kashmir. He had said that India's initiative was necessary to resolve the Kashmir issue. He had said that the Tibet issue was China's internal issue and that any mistakes should be corrected. He had expected India's help in resolving the Bhutanese refugee issue. During his speech, the official had said, 'The Bhutanese issue is fundamentally a political issue. Democratic sentiment should not be suppressed through ethnic oppression. The Bhutanese want democracy.' At that time, the problem of Bhutanese coming to Nepal through India but India not allowing them to go there was huge.
As nearly two lakh refugees live in places including Jhapa, the issue was seen as a huge problem for Nepal. It was said that the Bhutanese government had chased them away on ethnic grounds because they were of Nepali origin. Prime Minister Adhikari had stated that he was not in favor of fighting China and India and that Nepal wanted to become a bridge of peace between the two countries.
