The UML had the opportunity to form a minority government in the 2051 mid-term elections. Sher Bahadur Deuba, the parliamentary party leader of the main opposition Nepali Congress, was elected. After the UML government was formed, questions were being raised about the role of the main opposition party in the eighth session of parliament.

There was a lot of curiosity about how the UML would proceed with its targeted programs against the Nepali Congress government formed after the 2048 elections. The main issues raised by the UML at that time included the employee movement, Tanakpur Treaty, Dasdhunga accident, and Arun III Hydropower Project. Deuba, who had the opportunity to be unanimously elected as the party leader, leaving behind his contemporary Congress leaders, had said that the government had not relented despite his pressure on national issues. Deuba was also accused of not holding debates on national issues in parliament as the main opposition party and of not being able to play an effective role. But he was not ready to accept that.  Deuba, who was the Home Minister in Girija Prasad Koirala's cabinet, had said that the non-cooperation of the 36-S group in the party was not a principled dispute . He had called Girija Prasad a straightforward, good, fearless and strong leader . He had also said that the 36-S group had not been unfair . Chairman Krishna Prasad Bhattarai had opposed the proposal to announce mid-term elections, but he had said that he supported it . He had denied that he had not been able to play an effective role in the parliament . He had said, 'The parliament is running well, we are presenting ourselves effectively .'

During the formation of the parliamentary committee, Deuba was accused of not being able to play an effective role.  But he countered this by saying, 'We have been seen as weak because an MP from the Sadbhavana Party betrayed us on the issue of the chairman of the accounts committee . Deuba had called the alliance with the Rastriya Prajatantra Party natural.
