After the change of 1991, the relationship between the Nepali Congress government led by Girija Prasad Koirala and the main opposition party, the UML, was never normal. Since the formation of the government, there have been shutdowns, vandalism, strikes and protests over issues such as employee agitation, Tanakpur Treaty, Dasdhunga accident, Arun III Hydropower Project, etc. During Girija Prasad's three-year tenure as the opposition, the UML had made good use of the streets and parliament.

The Congress government was accused of selling the country's independence in Tanakpur and not investigating the Dasdhunga accident properly. The slogans that the Congress had used to kill Madan Bhandari and Jeevraj Ashrit were being chanted on the streets. The UML made these two issues a national 'issue' during the agitation, which caused huge losses of money and people.

But after the mid-term elections, when the UML got the opportunity to lead the government, the Congress, which was mired in internal strife, ended up on the main opposition bench. The Congress had organized a protest program that even included boycotting the House, saying that the UML government's stance on the issues raised when it was in the opposition was not clear.

When Speaker Ramchandra Poudel asked the government to clarify its position in the House of Representatives, Law, Justice and Parliamentary Affairs Minister Subash Chandra Nembang said that a national consensus was needed as everyone had their own interests in the Tanakpur issue. Nembang said that there was no two opinions on whether such an important treaty should be in favor of the country and the people. Before he could make his statement, Rastriya Prajatantra Party MP Padmasundar Lawati objected, saying that the minister had spoken in a sweet and money-making language. He accused UML of following the path of the Congress for failing to clarify its position when the Prime Minister and Foreign Minister wanted to go to India. He and RPP MPs boycotted the meeting expressing dissatisfaction with the government.

Congress MPs Govinda Raj Joshi and Bhakta Bahadur Balayar accused UML of confusing the people for the past two years by not making its position clear. UML MP Bhojraj Joshi, who won from Kanchanpur, a district adjacent to Tanakpur, said that many things had been taken forward in the previous parliament and that it would be easier to reach a consensus if the truth came out. Ruling party MP Bishnu Bahadur Raut had said that the Speaker's ruling that nothing will come from the government is a ruling and that no one should force the Speaker to give an order. After that, the Speaker gave time to Law Minister Nembang to present the government's view. But even after Minister Nembang stood on the rostrum, the Speaker allowed five MPs to speak. The Oli Commission had called the Dasdhunga accident ‘well-planned’ and ‘conspiracy’. Similarly, a people’s level commission was formed under the chairmanship of Padmaratna Tuladhar. Four commissions related to Dasdhunga were formed by the government and also from the political level. UML, on the strength of the movement, had formed a fourth commission from King Birendra under the chairmanship of Supreme Court Justice Trilok Pratap Rana.

The Dasdhunga accident was becoming directionless and trivial after the commissions were formed but their conclusions started coming out separately. That is why the government's opinion was demanded on the Tanakpur and Dasdhunga accidents when the UML was in government. The Congress and the Rastriya Prajatantra Party boycotted the meeting of the House of Representatives on 17 Magh 2051, saying that the UML did not have a clear opinion on the same issue.

The Kantipur Daily published a news on 18 Magh 2051 under the title 'Boycott of the House by Nepali Congress and RPP', stating that the UML had forgotten the issues that were raised strongly when it was in opposition after coming to power and the voices raised by the opposition in the House.
