Some of the policy provisions of the annual budget for the fiscal year 2051/052, which the UML-led government first presented to parliament 32 years ago, are still continuing. UML leaders are still praising the policies and programs implemented through the budget of Rs 42.69 billion presented by Nepal's first communist government.

After the mid-term elections held on 29 Kartik 2051, the government was formed under the leadership of UML Chairman Manmohan Adhikari as the largest party.

The then Finance Minister Bharat Mohan Adhikari had proposed 46.36 percent of the total expenditure, i.e. 19 billion 781 million 22 thousand for development expenditure and 53.64 percent, i.e. 22 billion 900 million 789 thousand for current expenditure. For the same fiscal year, the Minister of State for Finance in Girija Prasad Koirala's electoral government, Mahesh Acharya, had presented a budget of 39 billion 914.4 million 9 thousand in Asad 2051 through an ordinance. Six months later, Finance Minister Adhikari presented another budget.

The size of the budget presented by Adhikari was 6.95 percent more than that presented by Acharya. Adhikari had estimated that 23 billion 85 crore 19 lakh 8 thousand would be received from revenue. Foreign aid was estimated at 4.46 billion 2.43 billion. He mentioned that foreign debt has increased by 70 percent since 2048 and has reached 102 billion. He informed the parliament through the budget that carpet exports had declined by 36 percent. At that time, carpets were the first export item of Nepal.

Finance Minister Adhikari had accused the three-and-a-half-year government led by the Nepali Congress of privatizing factories built with foreign aid, slowing economic growth, increasing foreign debt, and increasing poverty. Saying that internal resources and foreign debt were not being used properly, Finance Minister Adhikari had said that the administrative sector was not people-oriented and independent.

According to the provisions made in the budget presented by Adhikari, the common people still remember the 'Let's build our own villages and the old age allowance program'. UML has been making this policy its election slogan even now. Other parties have also been continuing it. The Congress government formed after the 2048 election had introduced a policy of providing 50,000 rupees to each village development committee annually through the Rural Self-Reliance Program, which started with 10,000 rupees annually. But the UML government had announced through the budget that it would provide 300,000 rupees to each VDC every year. At that time, receiving 300,000 rupees under the title of development was considered a huge amount.

Finance Minister Adhikari had said that 300,000 rupees were provided to make the slogan ‘Let’s build our own village’ a success. He had said that the budget in Singha Durbar had been directly delivered to the villages. Similarly, it was announced that an old age allowance would be provided to senior citizens above the age of 75. Under both these programs, arrangements are still being made to send budget to the local level in one name or another and to provide social security allowance to the poor and helpless citizens by increasing the scope of old age allowance.

UML had claimed at that time that the budget was focused on village development. Finance Minister Adhikari also gave the MPs the right to spend Rs 250,000 annually in their constituencies through the former District Development Committee Fund. The budget system, which is now being criticized under the name of the MP Development Fund, started from that time. The budget included topics such as scholarships for children from poor and backward communities, expansion of health posts, and studies to implement ration cards. The budget mentioned topics such as free primary education up to grade 9 and in the mother tongue. The budget mentioned that the budget would solve the problem of squatters through land reform.

The budget brought by the UML was said to be too 'populist' by the main opposition party, Congress MP Ram Sharan Mahat, saying that there were challenges in implementation. He had said, 'We earned, they are spending.' The UML government has got the opportunity to utilize the unexpected growth in the economy during the Congress era in popular programs. Former Finance Minister and RPP MP Prakash Chandra Lohani had said that the budget was like an election pamphlet.

Finance Minister Devendra Raj Pandey of the interim government in 2047 BS had called the budget positive. Former Finance Minister Bhesh Bahadur Thapa had said that the budget was realistic when the country's economy was in a difficult situation. He had responded that the budget provided relief to the poor and an opportunity for progress to the rich. Economist Parthiveshwar Timilsina had said that although the budget was village-oriented, the structure for its implementation had not been formed.

Focusing on the budget and programs presented by the first communist government, the news prepared by journalists Raju Nepal, Prateek Pradhan and Bishwamani Pokharel was published in Kantipur Daily under the title 'Finance Minister Rs. It was published on 2051 Poush 12 with titles like ‘41.69 billion budget presented, main features of the budget, budget is populist’.
