Some of the policy provisions of the annual budget for the fiscal year 2051/052, which the UML-led government first presented to parliament 32 years ago, are still continuing. The then Finance Minister Bharat Mohan Adhikari had proposed 46.36 percent of the total expenditure, i.e. 19 billion 781 million 22 thousand for development expenditure and 53.64 percent, i.e. 22 billion 900 million 789 thousand for current expenditure. For the same fiscal year, the Minister of State for Finance in Girija Prasad Koirala's electoral government, Mahesh Acharya, had presented a budget of 39 billion 914.4 million 9 thousand in Asad 2051 through an ordinance. The size of the budget presented by Adhikari was 6.95 percent more than that presented by Acharya. Adhikari had estimated that 23 billion 85 crore 19 lakh 8 thousand would be received from revenue. Foreign aid was estimated at 4.46 billion 2.43 billion. He mentioned that foreign debt has increased by 70 percent since 2048 and has reached 102 billion. According to the provisions made in the budget presented by Adhikari, the common people still remember the 'Let's build our own villages and the old age allowance program'. UML has been making this policy its election slogan even now. Other parties have also been continuing it. The Congress government formed after the 2048 election had introduced a policy of providing 50,000 rupees to each village development committee annually through the Rural Self-Reliance Program, which started with 10,000 rupees annually. But the UML government had announced through the budget that it would provide 300,000 rupees to each VDC every year. At that time, receiving 300,000 rupees under the title of development was considered a huge amount.
Finance Minister Adhikari had said that 300,000 rupees were provided to make the slogan ‘Let’s build our own village’ a success. He had said that the budget in Singha Durbar had been directly delivered to the villages. Similarly, it was announced that an old age allowance would be provided to senior citizens above the age of 75. UML had claimed at that time that the budget was focused on village development. Finance Minister Adhikari also gave the MPs the right to spend Rs 250,000 annually in their constituencies through the former District Development Committee Fund. Finance Minister Devendra Raj Pandey of the interim government in 2047 BS had called the budget positive.
