Dhobi Khola floods and incessant rains used to inundate Kathmandu's Anamnagar, Ghattekulo, Baneshwar, Buddhanagar and electricity markets. Locals had demanded three years ago to pave the roads in Anamnagar and surrounding areas. The foundation stone of the road leading from Hanumansthan to New Plaza through the east gate of Singha Durbar was laid after 2046.
After the attainment of democracy, the transport minister of the interim government formed by the movement, Marshal Julum Shakya, laid the foundation stone of the Anamnagar road. In the interim period, when Krishna Prasad Bhattarai was the Prime Minister, the roads of Anamnagar were organized.
However, five years after the government was formed after the 2048 election, the sewage management of that area, which is considered the heart of Kathmandu, could not be completed until 2051. The situation in Tinkune Suvidha Nagar was similar. The area of Newplaza became a place where people used to defecate, night buses were parked and locals threw garbage.
2051 On August 12, the southern part of Anamnagar was submerged due to incessant rain and the Ram Mandir, the police station there were flooded. The road to Ghattekulo via Anamnagar was closed due to waterlogging. The then housing and physical planning minister Bal Bahadur Rai was scolded by the locals about the flood problem.
Vidya Bhandari, a member of the dissolved House of Representatives, and Chandraraj Dhungel, a member of the National Assembly, met Minister Rai and requested him to initiate flood control. Minister Rai told them that he had given an order to the Kathmandu District Administration Office.
Not only in the rain, there was a problem of water freezing as soon as it rained . Minister Rai said that he had ordered the local administration to control the flood. The affected people said that despite the minister's order, the local administration did not stop. The matter of ordering the CDO to control the flood was considered very strange at that time. Minister Rai's statement that he ordered the chief district officer to control the flood also caused confusion.
The suffering of the locals was painful because the water freezes during the rain. During the meeting, Vidya and Chandraraj demanded to increase the size of the sewers and arrange a system to draw frozen water quickly by using a machine . As the drainage pipe was small, the water began to flow out onto the road.
