The dissolution of the parliament in June 2051 and the date of the mid-term elections had put the Nepali Congress in a big crisis. 36 Congress MPs of the dissolved House of Representatives stood directly against Prime Minister Girija Prasad Koirala.
After the policy and program submitted by the government to the House of Representatives was not passed, Koirala resigned and recommended the dissolution of Parliament and mid-term elections.
This incident caused the biggest crisis not only in the opposition but also in the Congress. Ganeshman Singh Veer did not come out as he was undergoing treatment at the hospital. Although he was dissatisfied with Koirala's activities, Chairman Krishna Prasad Bhattarai was in a coordinating role for fear of party split.

However, the bitterness between each other was still there . Prime Minister Koirala was accused of defeating the Congress candidate Bhattarai in the January 2050 by-election. Leader Shailaja Acharya who reached Baluwatar was insulted by the workers. Shailaja proposed that the top leadership election should not be contested to resolve the dispute within the party in the central committee. Ekathari workers were very angry with his proposal. Shailaja responded that the situation within the party was not understood by the leaders and workers.
When the situation within the party was deteriorating, the then Home Minister Sher Bahadur Deuba went to meet the party chairman Bhattarai at his residence and was also heckled by the workers. Central member Bal Bahadur KC and other leaders and Deuba had a heated argument. An agreement was reached between Koirala and Bhattarai to make the cabinet smaller and to reorganize the central committee.
Leader Ramchand Paudel informed that within a week, Chharito Central Committee will be formed. He said that some workers could not digest the decision not to participate in the top leadership election. He said that there is a crowd of unknown people in Baluwatar. Although Koirala and Bhattarai said that the dispute within the party had been resolved, the Congress leaders used to say that it was difficult for the workers who were opposing each other in the capital to 'adjust'. Even Koirala could not remind the workers gathered in Baluwatar. The activists demanded that he contest the election. He promised to continue giving active leadership to the party, to leave the party after winning the election in the mid-term elections and not to let the party split . However, the workers were expressing their dissatisfaction . Bhattarai was happy that he was able to meet with the workers at the meeting in Baluwatar. After not being satisfied with Bhattarai's statement, there was an uproar in the gathering.
On the other hand, at the call of Koirala, a meeting of the general assembly and general committee members was called in Kathmandu. Koirala called a meeting of workers after getting the intention of taking action from the party. The previous day's Central Committee meeting had decided to forget all the problems and unite the party.
After the decision, Bhattarai said that there was no justification for the workers' meeting. Minister Ramachandra said that only the Central Committee can call the meeting of the General Assembly and General Committee members.
