When Raja asked Prime Minister Girija Prasad Koirala for answers to the questions raised regarding the dissolution of parliament, mid-term elections and formation of an all-party government, he tried to get some answers. He was somewhat shocked when the King directed Prime Minister Koirala to consult the Royal Council regarding the justification of the provisions of the Constitution and the re-establishment of the House of Representatives in connection with the issues arising in the country.
After all-round pressure was created on him, Koirala held a press conference at the Prime Minister's residence Baluwatar on July 10, 2051 and said that if the party expels him, he will go to the people. In response to a question from Kantipur about what he would do if the party expels him, he said, "If I am to be expelled, a general committee meeting should be called". No one can stop me from going to the people now.'
Koirala's idea was to go to the people because the people made him the prime minister. Under pressure from his own party, left-wing parties and even the palace, Koirala rejected the issue of forming an all-party government. The Congress was splitting into two factions in the district/district .
