When the country was preparing for the mid-term elections, an agreement was reached between his own party, the Nepali Congress, and the Communist group, including the main opposition, to oust Prime Minister Girija Prasad Koirala. Due to internal strife within the Congress, a strange situation was created after a written agreement was reached with the opposition to remove the Prime Minister of his own party.

There was no constitutional arrangement to change the Prime Minister as it was announced that the mid-term elections would be held on October 27, 2051 after dissolving the Parliament. King Birendra should have agreed to restore the dissolved parliament and change the prime minister from within the parliament.

King Birendra accepted the resignation of Koirala and appointed the interim prime minister. The king dissolved the parliament and gave Koirala the responsibility of holding elections and also fixed the date of the mid-term elections. The king was less likely to reverse the decision he had made. The left group was holding bandhs, strikes and assembly meetings to bring a storm of agitation and remove Koirala.

6 leftists protested against Koirala saying that the decision taken by the king on the recommendation of the Prime Minister was wrong. The main demand of the left group was to dismiss Prime Minister Koirala and form an all-party government. A common agreement was also reached between the left group including UML and the Nepali Congress that the parliament should be restored by keeping the demand unchanged. The demand that Koirala should be removed and an all-party government should be formed and its leadership should be led by a new person from the parties was put forward.  [Archive] That statement of the Congress-Communist to remove Koirala

Congress General Minister Mahendra Narayan Nidhi, UML General Secretary Madhav Kumar Nepal, United Janamorcha General Secretary Leelamani Pokharel, CPN Ekta Center Leader Nirmal Lama, CPN United Secretariat Member Maheshmani Dixit, CPN Masal Central Spokesperson Dinanath Sharma and Communist League General Secretary Shambhuram Shrestha demanded Koiral's removal from the Prime Minister in a statement.

Congress General Minister Mahendra Narayan Nidhi had previously given a message that he not only wanted to remove Prime Minister Koirala from his own party, but was also ready to cooperate with the left-wing parties for that purpose.

In the statement of the Congress-Left group, it was mentioned that the dissolution of the parliament has ignored and rejected the essence of the multi-party system and the prevailing values of the parliamentary system. The protesting parties decided to hold a joint general meeting on July 15, 2051. The left group was more excited after getting the support of the ruling Congress.

On the other hand, Congress General Minister Nidhi addressed Raja Birendra and published a press release requesting Koirala to be removed and start a new legal process. He told the king, 'Koirala has led the country into an unprecedented political crisis and he has also fallen into controversy.'

In the statement of Nidhi, which was said to have been issued on behalf of the central committee, it was mentioned that if Koirala is dismissed, the king will receive the gratitude of not only the Congress and the opposition but the entire country.

Mahamantri Nidhi tried to deceive the king to remove Koirala. On July 9, 2051, Kantipur Daily published a news titled "Seven parties including Nepali Kange demand the immediate removal of Pram Koirala" with reference to the mid-term elections, reconciliation with the Congress and the Left Party to remove Prime Minister Koirala.
