The Girija Prasad-led government, which was becoming unpopular with the announcement of the mid-term elections, presented the budget for the financial year 2051/052. Due to the dissolution of parliament, the budget issued by the king through an ordinance was made public by the then minister of state for finance, Mahesh Acharya, by organizing a special program.

The main opposition party, UML, was cautioning against bringing a budget of long-term importance as the Girija government is in a temporary position when the parliament has been dissolved and the mid-term elections have been announced. At that time, the country's budget for one fiscal year was limited to less than half a billion.

Minister of State for Finance Acharya presented a budget of 39 billion 91 crore 44 lakh 9 thousand rupees at that time. Compared to the current year, the annual budget of Nepal 31 years ago is 19 trillion 24 billion 195 million 91 thousand less. In other words, the size of the budget at that time was about 60 billion short of one billion .

is 19 billion 64 billion 11 billion in the current year. Current year's development or capital budget is less than ordinary expenditure . However, development or capital expenditure at that time was much more than ordinary expenditure.

In the current year, the general expenditure is 11 trillion 80 billion 98 billion. This is 60.1 percent of capital expenditure . But in the budget of 2051/052, the general expenditure was 18 billion 767 million 10 thousand and the capital expenditure was 21 billion 1473 million 99 thousand . 2 billion 38 million more than the current capital was allocated .

In the budget of the year 2082/083, ordinary expenditure is 7 trillion 73 billion 9 million more than capital. 11 trillion 80 billion 98 crores in the current year under the heading of ordinary expenses, ie 60.00 of the total budget. It is 1 percent and 4 trillion 7 billion 89 crores i.e. 20.8 percent has been allocated under the heading of capital expenditure.

1 billion 41 crore was allocated for financial management at that time i.e. interest payment. The figure is 33.4% of the total general budget. 3 trillion 75 billion 24 billion for financial management in the current year's budget. This is 19.1 percent of the total budget . It is estimated that 13 trillion 15 billion will be collected from revenue in the current year. 21 billion 83 crore 39 lakh 59 lakh 40 thousand was estimated from the revenue in the year 2051/052 . 

 Among the political crowd, Acharya estimated 3 billion 79 million 32 lakh 78 million foreign grants . Foreign debt was estimated at 6.92 billion 9.26 billion. By March 2050, the information was given through the budget that banks have foreign currency reserves equal to 40 billion 68 million 12 million. Acharya presented the budget with an increase of 12.4 percent compared to the year 2050/051.

Arun 3rd hydropower project was allocated 1 billion rupees while 19.6 percent of the budget was allocated for education under the heading of current and development budget with the aim of establishing Purvanchal University and providing free education up to class 8 . 320 million was allocated for the elections scheduled to be held on 27th October 2051. The Arun project for which the budget was allocated at that time has not been completed yet.
