Raja Birendra had already announced the dissolution of the parliament and the election on October 27, 2051 during the safari of Prime Minister Girija Prasad Koirala. The mid-term elections were increasing the bitterness between the political parties.
Especially since the formation of the government in 2048, the UML seemed to be hostile to Prime Minister Koirala . The gap between the main opposition party UML and the government in the parliament was increasing due to issues like the Tanakpur agreement, employee agitation, Dasdhunga accident, Arun third hydropower project. It created a kind of 'ego' situation between UML and Prime Minister Koirala. It did not want mid-term elections under the leadership of UML Koirala .
If Koirala can be removed, it was seen that UML's intention would be to lose his reputation morally. UML was also raising moral questions about Koirala because its own parliamentarians in the parliament had failed the government's policies and programs by disbelieving them. The argument of UML was that the election under the leadership of Koirala would not be fair.
Therefore, speaking at a meeting organized by UML in open forum on June 28, 2051, General Secretary Madhav Kumar Nepal said that the unconstitutional government led by Girija Prasad should be removed . He was of the opinion that the government should be dissolved within five days and an all-party government should be formed.
He demanded to form an all-party government within five days saying that the king and the prime minister had jointly announced the mid-term elections. He also warned that if the all-party government is not formed within five days, the situation will go out of control, saying that the mid-term elections have raised questions about the role of the Parliament. He said that the movement will not stop without establishing a people's government. Former parliamentarians Vidya Bhandari and Vamdev Gautam had accused the palace, Rashtriya Prajatantra Party (RPPA) and the prime minister of collusion. Leader Krishna Gopal Shrestha said that a communist government should be formed in the country after facing the mid-term elections. UML's standing committee meeting decided to make the movement nationwide. UML Propaganda Department Head Pradeep Nepal said that the demand for the dissolution of the government and the formation of an all-party government will be promoted as an agenda.
Under the leadership of UML, other left-wing parties such as Masal, CPN United, United Janamorcha Nepal, Ekta Kendra and other left-wing parties were decided to continue the movement jointly. The meeting prepared for a joint struggle by including other left-wing parties.
In opposition to the dissolution of parliament and the mid-term elections, UML had organized events like Masal Julus, bandh programs, and corner meetings across the country . UML held protest programs in the main cities of the country including Biratnagar, Hetaunda, Janakpur, Dhading, Pokhara, Banke, Dhangadhi, Chitwan. Slogans such as 'Darbar-Giriza alliance death', 'Form an all-party government', 'Return the decision to dissolve the parliament' were raised in the protest processions.
Congress president Krishna Prasad Bhattarai said he was sad after the announcement of the mid-term elections. Supreme Congress leader Ganeshman Singh responded that Girija Prasad handed over democracy to the court. The RPP demanded an all-party government. Girija Prasad was assuring that the election would be fair.
