Not only the main opposition party UML, but also the MPs including the chairman of the ruling Congress were protesting against the dissolution of the House of Representatives and the mid-term elections. Some political analysts argued that the parliament, which has become a victim of internal strife within the Congress, can elect a new prime minister.

Manmohan Adhikari, the leader of the main opposition UML parliamentary party, was saying that Prime Minister Koirala could not hold the mid-term elections under his leadership as he had lost the trust of his own party as well.

Prime Minister Koirala submitted a proposal to the King to dissolve Parliament and hold mid-term elections on June 26, 2051, saying that the policies and programs presented by the Congress-led government had failed due to the absence of 36 MPs of the party. He also resigned together. The king had started a consultation whether to dissolve the parliament. 

The day after the consultation began, King Birendra approved Prime Minister Girija Prasad Koirala's recommendation and dissolved the parliament formed by the parliamentary elections in 2048 after the 2046 change. He dissolved the parliament and fixed the mid-term elections on October 27, 2051 as proposed by Prime Minister Koirala. Parliament was finally formally dissolved by the king's acquiescence. However, a kind of confusion was created in the country due to issues such as government operation, internal strife within the Congress, and the demands of the opposition.

Especially the main opposition UML protested saying that the mid-term elections cannot be held under the leadership of Koirala . The UML said through a press release, "Parliament has been dissolved even though the Congress and UML, which have a majority in the Parliament, can run the government." It is a conspiracy against democracy to dissolve the parliament based on the recommendations made by the Prime Minister who resigned while there is an alternative. Madhav Kumar Nepal, General Secretary of UML and leader of the opposition party in the National Assembly, made public the opinion that a fair election cannot be held by Prime Minister Koirala of the corrupt and anti-people government who has lost the confidence of the Parliament. He said, "We will run a nationwide campaign for the abolition of the government."

 Koirala said that because the policies and programs of the government under his leadership had failed due to 'unwanted political equation', he had conveyed to the king the decision of the Council of Ministers of Vyhora recommending to dissolve the parliament and hold mid-term elections for political stability . The Rajdarbar Secretariat had given legitimacy to the Prime Minister's proposal with the expectation that the election would be fair.

Chiranjeevi Wagle, the leader of 36 MPs of the Congress, who led to the failure of the policies and programs submitted by the government after setting the date for the mid-term elections, called the dissolution of parliament and the mid-term elections a conspiracy against democracy. Wagle, who is also the spokesperson of 36 parliamentarians, said that the dissolution of the parliament is trying to push the country towards instability and chaos while it is capable of doing its work. 

Amik Sherchan of United Janamorcha Nepal said that it was wrong for the king to implement the recommendations made by the Prime Minister who had lost the confidence of the Parliament. He alleged that UML was also responsible for such a decision. He said that UML made a mistake in supporting 36 Congress MPs and giving them the option of government formation.

Ramraja Prasad Singh, who returned to Nepal a few days ago from exile, announced that he would accept the challenge of the mid-term elections. President of Rashtriya Prajatantra Party Surya Bahadur Thapa said that mid-term elections are appropriate. He said that his party is demanding a mid-term election and that the election is acceptable.

Senior advocate Ganeshraj Sharma said that the King was right to give legitimacy to the recommendation made by the Prime Minister. He said, "According to the constitutional provisions, the Prime Minister can recommend mid-term elections and dissolution of Parliament." According to the same recommendation, the king dissolved the parliament and set the date for the mid-term elections.

 The announcement of the mid-term elections caused confusion in the country and the dissolution of the House of Representatives three years and two months after the formation of the highest elected body. Kantipur Daily published the news on June 28, 2051 under the title "Dissolution of the House of Representatives by Shri 5, general election on 27th October, mixed reactions of various leaders".
