With the purpose of preparing a detailed engineering report and developing and operating the West Seti Hydroelectric Project, the agreement to give the responsibility of construction to Snow Mountains Engineering Corporation (SMEC) of Australia was made on June 23, 2051. The then Home Minister Sher Bahadur Deuba and Housing and Physical Planning Assistant Minister Dilendra Prasad Badu were present when the agreement was signed between the government and the Mountain Company.

Deuba has been Prime Minister five times since 2053. He is planning to become the prime minister for the sixth time. Even now, Deuba occasionally makes speeches that the construction of Paschim Seti will contribute greatly to the development of Far West. Not only Deuba, but all the prime ministers have said that the construction of the Seti project will bring about a big change in the population of that area. We have been hearing such speeches and ideas continuously for three decades . But the finalization of the project has not been decided yet. 

In the past, the Smek company of Australia proposed to develop and operate the 750 MW West Seti hydropower project identified in the Seti River near Dhungad in Doti in the Far West Development Zone with private investment . The feasibility study of the reservoir project was completed in 1991 by Sogrih Company of France with the support of the French government. The report was submitted to the government after determining that the production capacity of the project would be 350,000 kilowatts. The government of the Nepali Congress formed after the political change of 2046 had opened the way for the private sector to participate in the production of electricity by issuing the Water Resources Policy 2049. Based on that policy, a proposal was made to build a power project with foreign private investment. 

There was an agreement with the Smack company to complete a detailed study within 24 months and submit it to the government. The said company took the responsibility of increasing the production capacity and studying according to the environmental impact assessment guidelines. It was mentioned in the contract that Smek should raise about 200 million rupees to prepare a detailed engineering report. Minister of State for Water Resources Laxman Ghimire and Australian Ambassador to Nepal Leslie B. Douglas were also present at the signing ceremony. Vijayashankar Shrestha, director general of the power development department on behalf of the government and Ross Hitt, the company's representative director on behalf of Smek, signed the agreement. In the agreement, it was mentioned that at least 10 percent of the electricity produced by Smek will be given to Nepal for free. It was mentioned in the agreement that the company will give the electricity project produced by the company to the government for free after 30 years.  [Archive] 32 years have passed, but the construction of the West Seti hydropower project has not yet been completed.

After the Australian company Smack did not work, the China Three Gorges International Corporation, which received permission to build the project recently, did not work for a long time . After not working, the contract with him was also broken . After that, when Deuba became the Prime Minister for the fifth time, the Indian company NHPC Limited was given a survey permission to connect Seti and 450 MW Seti River (SR) 6. 

In the presence of Deuba, on August 2, 2079, Abhay Kumar Singh, Chairman and Executive Director of the Indian company NHPC, and Sushil Bhatt, Chief Executive Officer (CEO) of the Board of Investment signed a memorandum of understanding on behalf of Nepal. According to Board of Investment sources, NHPC has prepared a detailed project report (DPR) of the project. The report has been given to the board. But the further process has not proceeded .

Three decades have passed since the project which is being discussed by the political leadership as a 'game changer' in the development of the south-west, will be implemented and electricity will be produced. When and who will do the construction of the project has not been decided yet.
