In the three years of assuming power, 36 MPs of the Nepali Congress were identified as rebels. They even warned against voting against the policies and programs submitted by the government.
Some party leaders-activists accused Prime Minister Girija Prasad Koirala of playing a role in defeating Krishna Prasad Bhattarai in the Kathmandu-1 by-election. The well-known leader of the party, Ganeshman Singh, had been calling Koiral an assassin and had been maintaining a stand that he should resign from the post of Prime Minister. There was extreme factionalism in the party .
The 36 MPs who were openly in favor of General Leader Singh and Speaker Bhattarai were opposing Koirala's move . Koirala was accused of defeating Bhattarai in the election, creating factionalism in the party, dividing the party at the local level, widening the gap in the parliamentary party, and not respecting the sentiments of popular leader Singh.
When the government submitted the policy and program for the financial year 2051/052 through the king, there was growing disagreement among the parliamentarians of the ruling party . A coordination meeting was organized at the residence of National Assembly Speaker Beni Bahadur Karki after the curiosity was raised that the policies and programs would fail. The meeting was attended by Prime Minister Koirala, Speaker Bhattarai, disgruntled MPs.
A coordination meeting was held on June 22, 2051 with the aim of discussing and resolving the issue between the MPs and Koirala. Chairman Bhattarai made both parties face to face saying that he had organized a tea party.
Koirala was displeased by rebel MPs . They said yesterday that the people who were not there during the time of trouble now supported Koiral and said that they would work for Koirala when he was not in power. The MPs said that they did not oppose Koirala personally, but those who opposed today said that you became the Prime Minister with their help. According to Chiranjeevi Wagle, MP of the rebel side, MPs asked Koirala to ease the situation by resigning from the post of Prime Minister. MP Wagle told Koirala that if the problem is not solved politically, the disgruntled MPs will vote against the government in Parliament.
The activists around Baluwatar have divided the party to the lowest level and the parliamentarians said that Koirala should be taken along with the popular leader Ganeshman. Ganeshman said that Koirala had been criticizing both the party and democracy as a threat. Ganemshan had been saying that he was about to leave the Congress because of Koirala. The parliamentarians raised issues such as people not being happy with the government, corruption increasing.
In response, Prime Minister Koirala said that he is ready to solve the problem by saying that his MP friends have no grudge against anyone. He said that everyone can sit and discuss with the popular leader Ganeshman. Koirala said that the situation will improve. The news prepared by journalist Taranath Dahal was published by Kantipur Daily on June 23, 2051 under the title "Discussion between the Prime Minister and Dissatisfied MPs: Agreement to resolve the conflict as a political problem". The meeting concluded to find a solution by discussing the problem as a political problem.
