The Public Accounts Committee under the House of Representatives was investigating the suspected irregularities in the appointment of General Ticket Sales Agent (GSA) of the Royal Nepal Air Service Corporation (Shanewani) in the European region.
In order to investigate the efficiency and effectiveness of Shanewani, the Audit Committee formed a sub-committee under the coordination of MP Prakash Chandra Lohani of Rashtriya Prajatantra Party (Chand Group).
The sub-committee also started an in-depth investigation into the irregularities in the appointment of Dinesh Dhamija of Fear Company, UK as GSA. The subcommittee found irregularities in appointing the GSA. The issue of appointing Shanewani's GSA was known as 'Dhamija Scandal' for a long time.
When appointing GSA, Prime Minister Girija Prasad Koirala on 2049 Chait 25 (1993 April 7) summoned Shanewanika officials to his residence Batuwatar and said that the sub-committee decided to call Prime Minister Koirala for a statement. Prime Minister Koirala appeared and made a statement on June 19, 2051 after repeated requests by the
sub-committee. As this was the first incident in which the Prime Minister appeared in the parliamentary committee and made a statement in the multi-party system, it was watched with interest from all areas.
The Chairman of the Accounts Committee, Radhakrishna Mainali, welcomed the Prime Minister's appearance in the parliamentary committee for the first time. He requested the members of the committee to question the Prime Minister in polite and dignified language. After being questioned by the MPs, Koirala said that he will not interfere in any departmental work-action as long as he is the Prime Minister. He said that as the Prime Minister, he only asked ministries and departments to 'hurry up' to appoint GSA as well. During the
statement, Koirala said that since the chairman of the corporation wanted to meet him, he said that he would give him 5 minutes, and he did not know who had come at that time. During the statement, he also said that if there is any obstacle in any work, it should be simplified, and he also gave instructions that laws and rules should not be violated in any work. As GSA was appointed soon after Koirala's interest, the parliamentary committee started an inquiry with suspicion. In response to a question asked by the members of the
committee, adding that the GSA was appointed immediately after the instructions of the Prime Minister, Koirala said, "The authority to appoint the agent belongs to the board of directors". I also said the same thing on that day.' At that time, the MP Kuver Sharma, who is close to Krishna Prasad Bhattarai, spoke against Koirala while the Congress MP Chinkaji Shrestha and Ganesh Bahadur Shrestha spoke in support of the sub-committee calling Koirala for a statement.
During Koirala's statement, MPs Jagrut Prasad Vetwal, Shiv Bahadur Deuja, Hari Prasad Nepal, Amrit Bohra, Prakashchandra Lohani, Rakam Chemjong, Krishna Gopal Shrestha, Dilli Bahadur Mahat and Kamal Chaulagai asked questions. Koirala finished answering the MPs' questions in 8 minutes.
After the Prime Minister's statement, the coordinator of the sub-committee, Lohani, and MP Bharat Mohan Adhikari of the main opposition party expressed their displeasure. Both of them responded that the Prime Minister's statement was not satisfactory. MP Kuber Sharma said that the Prime Minister's statement will be discussed in the committee and the report will be submitted to the Parliament.
The issue of appointing Shanewani's GSA, the investigation initiated by the Audit Committee and the involvement of Prime Minister Koirala was prepared and titled 'Statement by the Prime Minister to the Audit Committee' was published by News Kantipur on June 20, 2051 .
