The internal strife within the Nepali Congress was creating more and more new disputes rather than finding a way out. Leaders including Prime Minister Girija Prasad Koirala were accused of defeating party president Krishna Prasad Bhattarai in the by-elections held in Kathmandu-1 in January 2050.
Ganeshman Singh, the party's supreme leader, demanded that Koirala be punished on this charge. Koirala was calling it an attack on democracy by trying to destabilize the government. Ganeshman also kept accusing Koirala of endangering democracy.
In this background, Ganeshman did not attend the Congress Central Committee meeting on June 3, 2051. Spokesperson Taranath Ranabhat told the media that Ganeshman was informed that he was unable to attend due to fatigue as he had come from Pokhara that morning. But Ganeshman was gradually dissatisfied with the core Congress leadership and Prime Minister Koirala .
Dissatisfaction was such that he gave expressions until he stayed in the Congress . Ganeshman had said that he would be absent from the meeting of the party convention to be held in Pokhara on June 8, 9 and 10, 2051, calling it unreasonable. Those close to him said that he viewed the meeting of the Central Committee in the same way.
When Prime Minister Koirala was about to leave the Central Committee meeting, slogans were raised. The message of why Ganeshman was not present was also clear. The party's disciplinary committee and the inquiry committee formed in connection with Bhattarai's defeat had informally agreed not to take action against Koiral.
Sushil Koirala, Tarinidutt Chatout, Gopal Rai, Damodar Gautam, Marshaljulum Shakya, Suresh Malla and Chinkaji Shrestha colluded to defeat Bhattarai in the by-election. Therefore, the investigation committee decided to ask for an explanation to explain why they were interrogated. It was decided to pardon the other workers if they criticized themselves. In the meeting of the central committee, questions were also raised about the legitimacy of the three-member inquiry committee formed on the issue of interference in the election in which Bhattarai was defeated.
Ganeshman has been demanding disciplinary action against Koirala time and again. He used to publicly express his displeasure with the Chairman Bhattarai saying that even the Central Committee had ignored his matter . Ganeshman was more dissatisfied with the informal decision of the inquiry committee. In the
meeting, the agenda included the opening of the Youth Congress organization, representation of at least 20 percent of women in local and parliament, and the need to provide at least 50 percent of Mohiani rights to farmers.
General Minister Mahendra Narayan Nidhi presented the constitution draft of the party to be presented in the general committee meeting. In that meeting, central member Bal Bahadur KC opposed the proposal to form the organization of Youth Congress. He argued that such an organization was not necessary. Central members Shailaja Acharya and Sher Bahadur Deuba were of the opinion that the justification of the Youth Congress can be discussed.
The meeting had theoretically agreed on the creation of the Youth Congress. Mangaladevi Singh had accused of hiding the agenda passed by the Chitwan Mahadheeshan regarding 20 percent women in the election . Shailaja agreed to women's representation. But it was also expressed concern that women would not be able to participate in the election. Deuba disagreed saying that other parties will deliver 20 percent of women but Congress is unable to do so. In the agenda of giving 50 percent land to Mohi, everyone except Mangaladevi proposed to give two-thirds.
