In the 1940s, the citizens were fed up with the extreme oppression of the Panchayat system. When criminal activities were increasing under the guise of the palace, the conflict between the panchas was raging. Especially the excesses of courtiers were scattered. No matter how unfair it was, no one was in a position to criticize the king and his relatives and brothers.

Even Surya Bahadur Thapa, who played a leading role as the Prime Minister in winning the 'improved panchayat system' by defeating the multi-party system in the 2036 referendum, started saying that the country was run by 'underground gangs' in the 40s. He used to say that the 'underground gang' was involved in power crisis. His allusions used to be towards Gyanendra and Dhirendra, the brothers of King Virendra who were active at that time. It was Gyanendra and Dhirendra who wanted to remove Surya Bahadur, who had become stronger after the referendum, as the Prime Minister. Referring to that, Thapa used the word 'underground gang' for the first time in Rashtriya Panchayat.

He said that he was removed from the Prime Minister by an underground gang. After bringing a no-confidence motion against him and trying to remove him, Thapa, in a speech at the Rashtriya Panchayat, revealed that there was a dual rule between the Singh Darbar and the Darbar. Only 17 members of the Rashtriya Panchayat supported the powerful Surya Bahadur after the power of the Darbaria was against him. Even his trusted characters did not support him . That is why those 17 members of Rashtriya Panchayat are still known as 'Satra Bhai'.

Darbar was not only involved in politics, but also in criminal activities. In June 2038, two teenage sisters Namita and Sunita Bhandari were killed in Pokhara, and the criticism of courtiers was increasing. Sindhupalchok Thokarpa was a permanent home and lived in Lajimpat, and no one dared to speak publicly about the murder of the courtiers. The

In this background, Padam Thakurathi, who has also become a National Panchayat member from Kanchanpur in 2034, was active in journalism in the latter half of the Panchayat, holding various posts of the Nationalist Nationalist Student Union, Village Fark National Campaign and New Education Policy. Thakurathi used to write news about the Panchayat Mandal trend and its characters. As he himself worked in the panchayat, he was more aware of the distortions and characters within it.

Journalist Thakurathi used to work as an editor and guest editor in magazines such as weekly Jan Awaz, Bimarsh, weekly Manch, weekly Nepali Awaaz. He was known as a fearless and daring penman. For writing news in a sharp manner, the people of Mandla tendency near the palace were angry with him . Those who are abusing the power of the palace shot Thakurathi at around 4 am on August 20, 2043 with the aim of closing his pen forever. But the assassination attempt failed . 

Thakurathi was shot while he was sleeping by Vikas Gurung, who was camping at Vijay Poudyal's house in Pokhara. The abusers of political power were forced to shoot Thakurathi with the intention of killing him. But he was only injured. The media of that time wrote that Bhim Prasad Gauchan, Jagat Gauchan had asked Vikas, Shankar Vishwakarma and Ganesh Thapa to shoot at Thakurathi.

Vikas gave a statement in the Madhyamanchal Special Court on 2nd June 2045 that he shot at Thakurathi under the instructions and financial assurance of various people. The planners indirectly said that the development was used for the purpose of revenge because of the scandal of Rashtriya Panchayat member Chandra Bahadur Budha bringing gold and during the 2043 Rashtriya Panchayat elections, Janjyoti weekly wrote negative news linking Bhim Prasad Gauchan.  

Vikas, who shot Thakurathi, absconded from a lodge in Bhotebhal on June 10, 2048, while being taken from Central Jail Kathmandu to Veer Hospital for treatment. The government had announced a reward of Rs 25,000 for arresting Gurung or providing information. The absconding Vikas was re-arrested from Dera in Tahachal under the leadership of Police Inspector Sukdev Neupane of District Police Office Lalitpur. While investigating the incident of theft that happened in Lalitpur that morning, a needle was found in the matter of development .

The police arrested Ajay Gurung of Syangja Fedikhola gavis while searching for the accused in the case of theft in the room of a British citizen living in Sanepa Dera. While searching for Ravindra Shrestha's room for being involved in the same incident, Vikas, who was absconding, was also found there. Pistols, iron rods, bullets and other items were recovered from the said room.

In this way, the news prepared by journalist Narayan Wagle, including the activities of courtiers in the latter half of the Panchayat, was published by Kantipur Dainik under the title 'Vikas Gurung Arrested' on June 3, 2051.
