Among the various scandals connected with the Nepal Airlines Corporation, the 'Dhamija scandal' 32 years ago is still a special topic of discussion. This scandal is considered as an incident that will never be erased in the history of irregularities in the Airline Corporation.

After the election of 2048, Girija Prasad Koiral, who became the Prime Minister after getting a single majority of the Nepali Congress in the Parliament, was brought to the Public Accounts Committee by the 'Dhamija scandal'. A situation was created where Koirala had to attend the Parliamentary Committee and answer. 

Prime Minister Koirala was accused of abusing authority by interfering in the decision-making process in the course of appointing a ticket selling agent of the then Royal Nepal Airlines Corporation (Shanewani). Prime Minister Koirala in April 1993 appointed Shanewani as General Ticket Seller (GSA) for Europe, it was mentioned in the inquiry sub-committee report prepared by the Audit Committee that undue pressure was put on the management. 

On that basis, the 2051 May 17 meeting of the Audit Committee decided to call Koirala for a statement . It was the first time since the political change of 2046 that the parliamentary committee decided to summon the Prime Minister and question him on the charges of irregularities. 

It was mentioned in the allegation committee's report that Koirala pressured British Fair Company to be appointed as an agent to sell tickets to Europe and was directly involved in irregularities by abusing authority.

In the presence of the then Tourism and Civil Aviation Minister Ramhari Joshi, Shanewani operators and Dinesh Dhamija of Fair Company, which sells tickets, why was Koirala late to the executive chairman of the corporation, Bhuvneshwar Daivagna? Why are you late ? It was the statement of the audit committee that instructed to finish it quickly. The three-member sub-committee formed by the Audit Committee found that the Prime Minister was directly involved in corruption by abusing authority. During the discussion of the report of the sub-committee, the MP of the ruling party opposed Koirala.

But the internal strife within the Congress party was reflected in Koirala's opposition. Congress MP Kuber Prasad Sharma said that the Prime Minister's pressure to appoint GSA was objectionable. But the Congress MPs Chinkaji Shrestha and Ganesh Bahadur Khadka objected to the Prime Minister based on the statement of former employees of the corporation. MPs Shrestha and Khadka said they disagreed with the report prepared by the sub-committee blaming the Prime Minister.

Congress MP Sharma was close and confidant of Krishna Prasad Bhattarai . But Congress MP Shrestha and Khadka were from Koirala party. Therefore, Sharma was in favor of the report and Shrestha and Khadka were against the matter mentioned in the report. United Janam Morcha MP Kamal Prasad Chaulagai was of the opinion that it is an abuse of authority for a high-ranking person like the Prime Minister to give instructions for a business transaction. MP Prakashchandra Lohani, coordinator of the

sub-committee, said that Prime Minister Koirala was under pressure and was involved in irregularities. In the meeting of the Accounts Committee on 7th May 2051, Tourism Minister Joshi narrated the incident of Raja Virendra having to board an Indian Airlines ship while going abroad.

Tourism Minister Joshi said, "The king is interested in what is happening with the corporation's plane at that time". The King's interest in Nepali aircraft has reached Prime Minister Koirala. After understanding the king's interest, Koirala told the matter to his related persons. Prime Minister Koirala was shocked by the views expressed by the king.' 

Joshi narrated the incident to add reference to the director of the corporation and calling him when something new comes up. He said, "If there is a delay in any work or if there is a new issue, they call themselves, so the Prime Minister did not misunderstand the inquiry about GSA."

Joshi tried to refute the account sub-committee's allegation that the prime minister called the director of the corporation to Baluwatar and gave instructions on the matter of GSA. The MPs of the Accounts Committee were of the view that the GSA contract should be cancelled. In the 45 points prepared by the

sub-committee, the issue of irregularity was raised. But the members of the committee could not decide how to make the final decision. In connection with this context, the news prepared based on the issue of the Prime Minister being summoned by the Accounts Committee for the first time for a statement was published by Kantipur on May 18, 2051.
