Ramsharan Mahat, the then vice-chairman of the National Planning Commission, said during an interview with Kantipur Daily 32 years ago, 'The notion that socialism will come by expanding the role of the state in the field of industry and trade is wrong.'

He said that even now the state has been proven as an incompetent manager and therefore the idea that the private sector should be encouraged has been accepted even in the communist countries.

One of the people who started economic liberalization in Nepal after the 2046 change, Mahat said in an interview given to Kantipur in 2051 Baisakh that the economic sector will expand through private sector investment in industry, commerce, services and agriculture . He also put forward the idea that privatization will increase the production capacity and productivity of the industry and it will create employment.

Mahat said that even after 32 years, the Rashtriya Prajatantra Party, which includes leaders from the panchayat background, is criticizing privatization the most. Mahat and the then Minister of State for Finance Mahesh Acharya have also been blamed for the wrong economic reform plan through open economy. Even though those who raised the voice that the role of the state should be increased for economic development and social justice rather than privatization have come to power, Mahat-Acharya has not changed the policy embraced by Mahat-Acharya. Following the policy taken by Mahat, now the priority is given to liberalization in the country. 

Mahat said that he will accept the condition only according to our needs on the question that the plan is prepared under the pressure of donors. He claimed to have rejected some subjects. But he didn't want to say what kind of scheme or what condition of charity organization was not accepted . He said in the question of Kantipur, "I don't want to say anything more because it is a sensitive question." His answer confirmed that Datrinikaya is setting conditions for its own interests and putting pressure for implementation.
