Until 31 years ago, Nepalis who were able to go to America were considered 'lucky'. Even now, if you get an American entry permit (Visa), it is customary to share it with each other.
Lately, the practice of going to America by risking their lives through stealth has also flourished. There are innumerable cases of one person paying crores to a broker and walking to America for three months.
While going to America, some have died on the way. However, Nepali people consider getting a job after reaching America as a great achievement in life . Thousands of Nepalis think that their dreams have come true after America implemented the policy of selecting people through lottery for the purpose of permanent residence. No matter how big the position, prestige and financial status in Nepal, those who go to America consider themselves "lucky".
The DV-policy, which Nepalese consider themselves 'lucky', was started by America three decades ago . According to the decision of March 31, 1994 i.e. March 18, 2051, America has decided to give this opportunity to countries with less immigration to their country.
America implemented a policy to provide this opportunity to the country where 50,000 people from the same country apply to go to America within 5 years . After the US launched the Diversity Immigrant Visa Lottery (DV-One) plan, it launched a plan to take 55,000 people to its country within a year. But if a large number of citizens of any country have already settled in America, such countries were not given this opportunity.
According to Edmond F. Sor, the diplomatic correspondent of the American Information Center, the applications received will be selected randomly through the computer. A provision was made that the application to participate in the event, which was seen as a lucky draw, should reach America within 1-30 June 1994. At that time, there was a provision that one should have passed the educational qualification plus two, two years of training within the last five years or two years of professional work experience.
It was arranged that the person interested in applying from Nepal should write "DV-One Program, National Visa Center, Portsmouth, NH 00210, USA" on the envelope. At that time, China, Taiwan, India, Vietnam, South Korea, UK, Canada, Mexico, Jamaica, El Salvador, Dominican Republic and other countries were given the opportunity to fill the DV. A provision was made to give an interview if the lottery is won by filling out the DV . The United States first introduced a plan to distribute visas within 1995 . A policy was implemented that a person who got a visa should reach America within four months.
Kantipur Dainik published a news article focusing on the opportunity and provision for the first time in Nepal to be able to go to the US by completing a DV and was published on 8th Baisakh, 2051 under the title 'American visa will now be obtained by lottery'.
