Hetaunda and Udaipur cement are still considered quality indigenous products. But due to internal administrative conflict, political interference and competition with the private sector cement industry, the cement industry established by the government is collapsing day by day.

The government has neglected the responsibility of making the industry more productive and quality-oriented in the condition it was in when it was established. 

Gandachap cement factory produced from Udaipur, which the citizens trust in quality, was established in 2044 . Established with the support of the Japanese government, Udaipur Cement Industry, which started commercial production in 049, was a wholly owned industry of the government. The industry, which was established during the Panchayat period and had been 'testing' the product, was handed over to the government after the change of 046 . The cement Gandachap brand produced by that industry was very popular at that time .

The industry, which can produce more than 277 thousand tons annually, produced 800 tons daily in 2050/051. At that time, although the influence of Indian cement was in Nepal, the cement produced by Udaipur industry was also in competition. Because this cement was made with Japanese technology, public trust was high. The brand of cement is still rhino print.

Gopalsingh Thapa, the then general manager of the cement industry, claimed in an interview given to Kantipur 32 years ago that 80 percent of the target was produced as estimated in the first phase. A 50 percent sales tax rebate was given to the cement to make it easier for it to compete with other private and Indian cements in the market. 

The industry used to pay 100 million electricity fee and 60 million sales fee to the government annually. Millions of rupees were spent annually on the purchase of coal, gypsum and rods. The industry directly/indirectly employed thousands of people . 

45 people were sent to Japan for training in three groups in 2049 to produce skilled manpower. Thapa informed that the limestone needed for the industry will be obtained from the Udaipur mine and that the mine can be operated for at least 75 years. If the industry was to be operated properly, it was possible to double the production at that time. 

An interview conducted with the then General Manager Thapa was published by Kantipur Daily under the title 'The main competition of Udaipur Cement is with the indigenous cement industry' on 1st Baisakh, 2051.

Once upon a time political power had to be used to get the cement of Udaipur industry . But now the industry is in loss as it opens and closes from time to time . The industry has not been able to meet current expenses for 2 years . Due to financial shortage in the industry, employees have retired empty-handed after working for thirty years. Since the financial year 2064/065, the industry has become more depressed. Due to the failure to pay the cement traders, the industry has to face lawsuits in the courts everywhere, and there is no budget for the purchase of coal to operate the industry.  All 40 accounts of the industry have been closed after the

case. With the request of the court, now the salary is being paid through a bank account and daily administrative work is being done . According to the latest data of the industry, nearly 30,000 sacks of cement have not yet been sold. The employees of the industry say that the cement produced by the private sector is cheap and the commission received by the seller is also high. The machines are all old . It has also affected the production. 

The government decided to privatize the industry in 2072 after it became difficult to operate the industry depending on the subsidy. But that too has not been implemented . Even now, the industry has kept 208 employees and is demanding current expenses from the government.
