Ganeshman Singh, the commander of the change of 2046, speaking at a program held in Kathmandu on 30th March 2050, called for cleaning the polluted Bagmati River by preparing an action plan. Although it has been 31 years since he made such a call, the water of the rhetoric has not yet cooled. His son-in-law, by leading the Ministry of Urban Development, has now reached the responsibility of cleaning up Bagmati.

Addressing the youth movement program held in the National Assembly, Ganeshman at that time put forward the idea that garbage should be stopped in Bagmati. He said, "The carpet factory that contributes revenue had to be moved somewhere". Hutram Vaidya agreed to the opinion of Supreme Leader Singh and promised to make Wagmati clean . It's been 31 years since they committed. It has been almost 28 years since the death of Supreme leader Singh . Former Deputy Mayor Joshi has also passed away.

But even now, even though crores of rupees are being spent every year to make speech clean, it does not seem to be felt by the eyes of the citizens. Even now, rhetoric has not changed much from when Ganeshman made his speech.

Due to pollution and child labor, some factories of carpets, which contributed more than 60 percent to the export trade at that time, were moved out of the valley . Some were closed . Some of them are still operating in Kathmandu more systematically than before. The statement that the carpet has soiled the oratory could not be confirmed . Because, even after organizing the carpet, the water of speech has not been able to be washed away.

Navindraraj was of the opinion that a separate body should be established to look at rhetoric. Exactly one year after he made such an opinion, i.e. in 2051 Chait, the government formed the Bagmati Dhal Improvement Project. Now the name of the project has been changed and it has become empowered Wagmati Civilization Integrated Development Committee. The name alone has changed three times. The murky waters of Vagmati have not been clarified. The name of the project, which was led by former president Bidya Devi Bhandari as the president, was added to the name of the project when former parliamentarian Vidur Poudel was the president.

After the change of 2063, the authorized Wagmati Civilization Integrated Development Committee was named. Millions of rupees have been spent every year in the name of cleaning speech. The top leadership of the political level often comes to the surface in the hustle and bustle of appointing the chairman of the committee. The post of chairman has been vacant for more than two years due to the scramble for services, facilities and the appointment of their own people rather than work.

According to the information given by the then Urban Development Minister Sita Gurung in the meeting of the infrastructure development committee under the House of Representatives on June 20, 2080, the capital expenditure in the name of Wagmati project has been 14 billion since its inception. Three decades ago, Ganeshman was of the opinion that a plan should be made to keep Wagmati clean . Today, the responsibility of making a plan to keep Wagmati clean has fallen on the shoulders of his son-in-law Urban Development Minister Prakashman Singh.

At that time, the impact of the carpet factory on Wagmati, the condition of the Wagmati river and the views expressed by the stakeholders in the program organized by youth organizations and youths, was published by Kantipur Daily under the title of 'Concern about the pollution of Wagmati' on 31 Chait 2050 .

It has been years since the generation of Ganeshman who inspired the organization of Bagmati Safai as a campaign has changed . Now, even when his son's generation has reached the latter part of politics, the water of rhetoric has not turned from murky to clear.
