The meeting of the Working Arrangement Consultative Committee of the Parliament under the leadership of the Speaker has been determining how long the 'zero time' will run in the Parliament. According to the Rules of Conduct of Parliament Meetings, a consultative committee is formed on the basis of party representation in Parliament under the chairmanship of the Speaker to facilitate the conduct of the meeting in an orderly manner, including the determination of the priority and time period of submissions in the meeting.

The said committee can give advice on other matters if the speaker deems it necessary . There is a tradition of fixing zero and special time if the member of parliament feels the need. This is also arranged in the regulations. 

There is also a provision that the speaker can give time to speak if a member of parliament 'crashes' the table to draw the government's attention to a serious incident or issue. It is not certain how much the zero, special and emergency period will be. 

It is confirmed by the incident 32 years ago that zero time lasted for four hours in a single meeting due to the fact that it was not certain how much time should be determined on which subject. Therefore, in the meeting of the sixth session of the House of Representatives held in 2048, there was zero time for four/four hours on one day. You can read the records of that time that there was a tussle between the MP and the speaker due to the time being uncertain. 

The then speaker Damannath Dhungana was criticized for running four hours even though the work arrangement consultation committee decided to run the zero time for one hour . The chief whip of the ruling party Congress, Tarnidutta Chatout, said during the closing of the sixth session on 26th March 2050, 'The meeting lasted for four hours because the rules of procedure decided to give one hour.' He pointed to Chataut and said, 'I am a member of the advisory committee and the chief whip of the ruling party and make such a comment?' As soon as the Speaker's question came, Chataut praised him in a joking manner and said, 'The Speaker is efficient in running the House.' Hearing the Chief Whip's praise, the Speaker immediately commented, 'If you criticize me, do it, I will provide you point by point.' 

2050 Starting on February 24, only three bills were passed in the shortest period of 19 days in the Parliament session. Speaker Dhungana was not satisfied with the low number of bills submitted in the parliament. He said, "The introduction of a minimum bill in the House by the government has been a main feature of this session." He opposed the tendency to divide the bill in haste. Chief Whip Chatout was of the opinion that the bill should be widely discussed in the parliamentary committee.

In that session, when the Mining and Minerals (First Amendment) Bill was presented for decision in the House of Representatives, Mahanth Thakur, who was presiding over the Parliament meeting on Chait 11, 2050, was assaulted. The bill had to be sent back to the Development and Communication Committee for amendment.

The first House of Representatives formed after the change of 2046, the news prepared by referring to the 'business' given to the Parliament by the government and the scandals between MPs and Speakers in the meetings was published by Kantipur Dainik on 27 Chait 27, 2050.
