Less than three years after the Congress leaders came to power after the 2048 elections, the party itself was divided into factions and sub-factions. Meetings and conversations between the party's top leaders Ganeshman Singh, Krishna Prasad Bhattarai and Girija Prasad Koirala were also becoming thin.

MPs  They were divided into different groups. In particular, the by-elections in Kathmandu-1 in January 2050 brought to the surface the strife that led to the division of the leaders and the weakening of the party itself.

47 Congress MPs had already demanded the resignation of Prime Minister Koirala. The anti-Koirala Congress MPs started presenting themselves as the opposition in the Parliament. Congress President Krishna Prasad met with Koirala and tried to end the conflict within the party, but Ganeshman's displeasure was difficult to overcome. Ganeshman said that there will be no meeting with Koirala.

Ganeshman's Koirala had become a kind of personal 'ego'. The parliamentarians were divided into Prime Minister Koirala Paksha and Krishna Prasad faction. Ganeshman and Krishna Prasad had the same faction. But Bhattarai was not in favor of removing Koirala as the Prime Minister . Conversations and dialogues were going on between them from time to time . Gar Ganeshman was very angry with Prime Minister Koirala. 

Since the formation of the Congress government, Ganeshman has been expressing his displeasure by raising the issue of Koirala's working style. Krishnaprasad's defeat made Ganeshman even more angry.

A rebel group of MPs including MP Chiranjeevi Wagle, Taranath Ranabhat, Dhundiraj Shastri, Sheikh Idris, Purna Bahadur Khadka had been maintaining a stance that Koirala must step down from the Prime Minister . Their group had already announced their opinion by holding a separate meeting.

Parliamentarians of both groups held a separate meeting on 2050 Chait 9 and announced their views. A gathering of parliamentarians known as Koirala closes formed a working group under the chairmanship of leader Shailaja Acharya to maintain unity in the party. A meeting of more than 80 members of the House of Representatives and the National Assembly at the Prime Minister's residence Baluwatar formed a 15-member working group under the chairmanship of Shailaja.

Prime Minister Koirala did not attend the meeting. Congress Parliamentary Party Chief Whip Tarni Dutt Chatout, Member of Parliament Leela Koirala, and 2 MPs from each development area were formed as a working group. The then Home Minister Sher Bahadur Deuba and Local Development Minister Ramchandra Poudel did not participate in the meeting.

Dissatisfied Congress MPs were not invited to the meeting. It was said that Shailaja working group would bring disaffected MPs of the party to the mainstream and maintain unity. 

The meeting of the parliamentarians of the rebel side was held at the Dera of Dhundiraj Shastri on the same day. They maintained that Prime Minister Koirala should resign. They decided to continue the campaign against Prime Minister Koirala. They agreed to continue the decision to reject the leadership of Prime Minister Koirala.

  MP Wagle said that he is adamant that the Congress government should last for five years by maintaining unity in the party. But in the by-elections, there was a demand that action be taken against the "insurgents" who tried to defeat Krishna Prasad . The demand for action submitted to the party reached the Discipline Control Committee. But the committee decided to take general action against 20 people including Prime Minister Koirala. The committee gave a preliminary decision not to take strict action. 

The news prepared by journalist Taranath Dahal was published by Kantipur Daily on 10th March 2050 under the title "Two separate meetings of MPs of the ruling party: formation of a working group under the chairmanship of Ms. Shailaja for pressure", focusing on the internal strife within the Congress and the dialogue between the top leaders and the parliamentarians being divided into factions and sub-factions.
