Tony Hagan, an important foreign citizen who made Nepal known to the world, had been helping the development efforts by bringing in foreign aid. Hagan, who contributed greatly to bringing Swiss aid to Nepal, was known as a development expert. He visited 71 out of 75 districts of Nepal.
In an interview conducted by Narayan Wagle of Kantipur Dainik in November 2050, geologist Hagan also said that there is no justification for Nepal's Planning Commission. Almost 70 years ago, he visited many difficult places in Nepal and took pictures.
In this background, Hagan openly opposed the Arun 3rd hydropower project, which is being built with the main loan support of the World Bank. After the political change of 2046, the government formed under the leadership of Girija Prasad Koiral took the policy of open economy, and when domestic and foreign investments increased, Hagan, who is known as the expert on Nepal's development program, said that the Arun project was a development drama. He was also of the opinion that donors and institutions that provide loans are blackmailing in the name of government-prioritized electricity projects.

But Hagan said, "So much money should not be spent on a single project". Hagan gave his strong reaction when the Arun project was being prepared to be built in the first phase with an investment of 38 billion rupees, with a production of 201 megawatts of electricity.
He also revealed that German officials were pressuring Arun to "take it or leave it" while participating in a discussion program in Wonne, Germany. Hagan, a geologist who completed Nepal's first scientific survey, claimed to have threatened two Nepali engineers participating in Won's program. Saying that the loan to Nepal in the name of Arun will be very expensive, he also said that many countries of the world had to cut the budget of education and health to pay the World Bank loan.
Nepal, on the other hand, had put forward the argument that it would not have to bear a heavy burden of debt as it would receive 20 billion rupees as a grant from the World Bank. Hagan added the issue of young engineers not getting jobs in Arun and said, "The capacity of Nepali young engineers should be increased." He said that there is a possibility of Karnali power project without building a dam. "But no government is ready to make this project," he said. He included Karnali in two geographical reports prepared for the United Nations.
From 1950 to 1992, he held a press conference to inform about the publication of a book called 'Building Bridges to the Third World', which he prepared with photographs after visiting various parts of Nepa . In a press conference held on 2050 Chait 3, he said that his book was 'very bitter'.
After traveling around the country and gathering experience, he was told by the then royal Nepali army generals, 'You must have found a lot of gold, didn't you ? That gold is half and half.'' was also mentioned in his book . Hagan priced the book at 2400.
