"If they had voted against me, it would have been easy to resign. I carried the resignation to the king in my pocket. You gave a vote of confidence. "I will not resign under pressure," Prime Minister Girija Prasad Koirala said on February 28, 2050 while addressing the disaffected MPs elected from his own party, "You voted against no confidence." I survived.'
Alleging that Koirala played a role in defeating party president Krishna Prasad Bhattarai in the by-election of Kathmandu Region No. 1 held on 25th January 2050, 47 MPs of the Congress demanded his resignation. Accusing Koirala of murder, both Houses Those MPs organized the gathering with the aim of pressuring Koirala to resign.
During a joint discussion with 36 members of the Congress and 11 MPs of the National Assembly who voted against the no-confidence motion put by UML in the House of Representatives, Koirala in a threatening but roundabout way asked why he was not removed from the Prime Minister by voting in favor of the no-confidence motion put by UML.
In the discussion that lasted for one hour and 10 minutes in the lobby of the Rashtriya Sabha, there was a lot of tension between the disaffected MPs of the Congress and Koirala . The MPs said Koirala's words were undemocratic.
The MPs put forward the idea that the Congress government should continue but should look for an alternative to Koirala . The MPs said that Koirala's leadership has failed in every way. They said that even the reorganization and division of the cabinet will not solve the problem . The parliamentarians claimed that they have the facts of the conspiracy to defeat Bhattarai in Baluwatar. Bhattarai was defeated by UML's Vidya Bhandari.
MPs also suggested that Prime Minister Koirala's resignation would be appropriate because he was ill. They put forward the argument that since Koirala is sick, the interference of relatives, family and close people will increase illegally. But Koirala's reply was, 'I had put my resignation letter in my pocket to present to Mr. 5 that you will vote on the motion of no confidence put by the opposition.'
Koirala did not believe that his own MP would vote in favor of the opposition's no-confidence motion. The vote was divided in the House of Representatives on February 23 to discuss the no-confidence motion against Koirala by UML. The motion of no confidence against Koirala was defeated by 32 votes.
If voting against the MP, the whip of the parliamentary party would be violated, so there was a possibility that Koirala would take action against the MPs on the same pretext . Therefore, the experts argued that Koirala deliberately threatened the MPs . In that, Chairman Bhattarai had instructed to cast a vote against the no-confidence motion put by UML in the meeting of the Central Committee. He made it clear that no matter what kind of rift occurs in the party, he cannot go against the parliamentary values.
MPs even demanded the right to vote against Koirala. Congress MPs also demanded Koirala's resignation in the Parliament meeting. But Koirala was confident that the government under his leadership would not collapse.
Koirala was clear that MPs usually do not violate the whip of the parliamentary party in the parliamentary system. After the no-confidence motion against Koirala was rejected, the MPs raised the issue of resignation again. But Koirala was denying .
After Koirala left the meeting, the MPs resumed the discussion. 5 point notes were provided to the media after the meeting. MP Chiranjeevi Wagle had said that he had serious differences with Koirala. This conflict within the Congress and the reference to Koirala's resignation were prepared by journalists Chandrashekhar Karki and Vikas Rauniyar and published by Kantipur Dainik on 29 February 2050 under the title 'Pram Koirala refuses to resign'.
